Cinna鈥橫on Williams has spent more than three decades building systems, programs and pathways that advance equity in contracting and create opportunities for underrepresented communities.

As chief operating officer of NAMC-Oregon, Williams serves as the organization鈥檚 primary funding developer, securing vital resources to sustain and expand its impact. She leads human resources, cultivating a supportive and accountable workplace culture, and has designed streamlined systems and protocols that enhance both team performance and organizational effectiveness. Under her leadership, NAMC-Oregon has strengthened its position as a champion of contractors of color and equity within the construction industry.

Williams鈥� operational leadership has introduced lasting structural improvements to the organization. She has integrated more efficient operational practices, built strong accountability measures and promoted innovation across programs. These changes have elevated how NAMC-Oregon supports its members, creating greater opportunities for small businesses, contractors of color and women-owned firms.

Her vision has fostered a culture where excellence is expected, innovation is encouraged and equity is always prioritized, ensuring programs are delivered with excellence and efficiency.

Before joining NAMC-Oregon, Williams served at the Urban League of Portland, where she launched transformative initiatives that addressed critical community needs. She created the Entrepreneurship Academy, which empowered small business owners, and the Feed the Folks Initiative, which addressed food insecurity. She redeveloped youth and family services and expanded employment programs that served more than 900 career seekers annually, directly impacting lives across the region.

Williams has served on numerous local boards, councils and committees dedicated to workforce development, equity in contracting and youth advancement. She is known as a mentor and role model, especially to young women beginning their careers, openly sharing her expertise and lived experience to help others navigate their own paths with confidence.

Williams holds a Master of Business Administration in management and a Bachelor of Science in business administration with a focus on leadership from Marylhurst University in Oregon.
