The Multnomah County Board of Commissioners on Thursday adopted plans for a project to create a safer and more accessible three-mile stretch of Northeast Halsey Street. The project is in the early design phase.

Since 2017, Fairview, Wood Village, Troutdale and Multnomah County have worked together to create a shared vision for Halsey Street from Northeast 201st Avenue to Southwest 257th Drive. This segment encompasses portions of the Fairview, Wood Village and Troutdale town centers. According to the project鈥檚 website, the goal is to transform Halsey Street from a busy, nondescript, car-dominated road into a vibrant, pedestrian-friendly and bicycle-friendly 鈥渕ain street.鈥�

鈥淭his project is focused on uniting the three cities, and having the agreed project objectives helped to move the project along,鈥� Multnomah County spokesperson Sarah Hurwitz stated in an email. 鈥淭he cities all saw the value in prioritizing Halsey as a safe corridor.鈥�

The main project hurdle, Hurwitz stated, is acquiring enough financial resources for construction at a time when local, state and federal funding for transportation is on the decline.

The project is currently at 10 percent design and includes new cross sections and street designs that reflect the character of each community while providing continuity along the project corridor. There is no schedule set for design completion, Hurwitz stated.

At this stage, there is no timeline for construction, such as bidding for a general contractor.

Future project phases are not yet funded. When money is approved for further engineering, a public procurement process will be used by the project team. Kittelson & Associates听补苍诲 GreenWorks PC were involved during the planning stage.

Based on preliminary estimates, the total project cost is approximately $57 million. This is based on 2024 market data and subject to inflation. The county will look for grants and other funding opportunities, according to Hurwitz.
