Amity Orchards, 17895 S.W. Higgins St., is a 164-unit affordable housing development on a 16-acre former apple orchard in Beaverton. Developed through a partnership between Wishcamper Development Partners and the City of Beaverton, it delivers nearly 200,000 square feet of housing and community space for families and seniors on a site that presented significant construction challenges.
During excavation, crews encountered subsurface conditions that differed from the project鈥檚 geotechnical report, requiring portions of the structural foundation system to be redesigned while construction was already underway. This posed a substantial risk to both schedule and budget. A combination of disciplined preconstruction planning and collaboration allowed the team to adapt quickly. Colas worked with Otak, the City of Beaverton, and Wishcamper to evaluate alternatives and implement a revised structural solution without disrupting critical path activities. A key advantage on the project was Colas鈥 self-performing structural concrete division, which allowed tighter control over schedule-critical work, improved safety oversight, and faster response to changing site conditions.
The project faced challenging groundwater and drainage conditions during a period of near-record rainfall. To address this, the team implemented a hybrid dewatering strategy that utilized newly installed municipal storm infrastructure in combination with temporary pumping operations.
The structural concrete work was led by a female foreman on the Colas Construction crew, whom project leaders noted guided the team through the most complex placements on the project.
Colas surpassed its 20 percent utilization goal for certified firms, achieving 27 percent engagement with MWESB subcontractors.
Safety was a priority throughout construction, particularly given the project鈥檚 proximity to Mountainside High School and a phased occupancy plan that had residents moving in while work continued in other buildings. The project was completed without a recordable injury.
The development provides homes for households earning below 30, 60, and 70 percent of area median income and is slated to achieve Earth Advantage Gold certification. Amenities include two community rooms and dedicated senior spaces on upper floors for reading, games and media, supporting social connection and aging in place. Preserved sequoia trees anchor Sequoia Plaza, a quarter-acre public park.
