Clash over PLAs grows in Portland
The fight against federal project labor agreements has taken a new dimension with the entry of a new group into the local debate. The National Black Chamber of Commerce, which has no local chapter, has targeted Portland, where one such agreement is being considered. Project labor agreements set terms between owners and labor groups before construction begins.
