Significant improvements will be made to 82nd Avenue between Southeast Foster Road and Mill Street, Northeast Schuyler and Siskiyou streets, and at the Northeast Fremont Street intersection. The work will include repaving the roadway, widening sidewalks, constructing ADA ramps, adding pedestrian crossings, improving signals, and planting trees, PBOT capital project manager Briana Orr said.

Crossings will be added at Southeast Harrison, Lafayette, Bush and Center streets. Existing crossings at Southeast Mitchell Street and near Portland Community College‘s Southeast Campus will be upgraded.

“These are just six out of 17 total crossing improvements that we’re going to be making through other projects on 82nd Avenue,” Orr said.

The council in June authorized a contract for project design. The first design concept will be available online in the spring. PBOT will seek public comment on the design concept by holding an online open house and sending mailers to property owners and stakeholders.

PBOT would like to add the general contractor to the project in early 2023. Construction is scheduled to begin in 2025 and take two years to complete.

Originally built in 1972, Dekum Court is a low-income apartment complex at 7003-7055 N.E. 27th Ave., in the Concordia neighborhood. The project calls for replacing 40 existing units and building 160 new ones on the 5.5-acre site. An approximately 30-month, two-phase construction scheduled is expected to commence in April 2021.

Proposals will be accepted until 2 p.m. on Dec. 11, according to the request for proposals issued by Home Forward.

The project’s budget is $66.5 million. Approximately one third of the cost ($22.7 million) is being covered by Metro via the $652.8 million affordable housing bond approved by voters in 2018.

On the north side of the Columbia River, more than two years after voters approved a $458 million bond measure for , construction is taking place at 28 school sites. Workers are remodeling, expanding, replacing or upgrading existing facilities, and building new ones.

At one site, two replacement are being built under one new roof, on property between their existing buildings on MacArthur Boulevard. McLoughlin Middle School and Marshall Elementary School will operate on a single 203,000-square-foot campus.

designed the project, and is serving as the construction manager/general contractor. is performing structural engineering, and is handling mechanical, electrical and plumbing engineering.

Ground was broken in June 2018, and work is scheduled to finish in March 2020. It’s one of the first public school projects to feature mass-timber structural components.

“We’ve got two main types of construction,” Skanska superintendent Krys Lukesh said. “One of them is wood framing in the classroom wings, while the main core buildings will have tilt panels. They all utilize glulam columns to support the (cross-laminated timber) and then they will all have decks and roofs on them, so it’s a couple of different methods.”

The new building will replace a pair of aging schools previously improved in 1992. Designers engaged staff, students, parents and community members in a process that produced plans for a two-story structure with a great deal of daylighting as well as modern, secure access both from the outside and between the two schools.

The massing is dominated by five large structures connected by second-story sky-bridges. On the west end of the 1,000-foot-long site a pair of two-story classroom wings will serve the middle school. Two more classroom wings on the east end will serve the elementary school.

Some of the space, including a kitchen and “family-community resource center,” will be shared. Another such space will be a huge media center able to become two smaller ones via a partition.

A new gymnasium is included in the project, but it will be built on the site of the existing middle school after it’s eventually demolished. The old elementary school will be remodeled to accommodate programs now located at other schools.

“It’s all one building,” Skanska project manager Brian Hover said. “Right now, with phase one, the schools minus the gym will be done. And once they’re moved in we’ll take this school (McLoughlin) down.”

The new building is dominated by wood, both structurally and aesthetically. Many of the CLT panels manufactured by British Columbia firm Structurlam will be left exposed, particularly in the shared spaces and the sky-bridges.

“It gives a Northwest look with the wood,” Hover said. “And the CLT decks are structural, so instead of doing steel we’re doing CLT, and that becomes the structural surface between floors and the roof as well. You get bigger spans with it, and it installs fast.”

The project’s CLT panels range in size from five-ply to nine-ply – from 6.5 inches to 12 inches thick.

Skanska project manager Scott Mettler and Lukesh both noted that mass-timber projects of this type require substantial collaboration with designers because the prefabrication makes on-site adjustments more challenging.

“I just think that in general with wood construction you have to do that in order to make the MEP penetrations,” Mettler said. “That’s one thing we had to do ahead of time, and it’s a different sequence than usual. With the MEP routing in a steel building, sometimes you would come up with your MEP design and you have all these penetrations and then you have supplemental steel design package.”

It just means a more complete design is needed earlier in the process, Lukesh added.

“That’s probably the biggest challenge of using it, because there are a lot of benefits to using it,” he said.

The preliminary design for Sullivan’s Crossing from and Consulting Engineers calls for a 24-foot-wide tied-arch bridge with space for bicyclists and pedestrians only. However, drivers of emergency vehicles will be able to cross the bridge, if necessary.

Plans call for the bridge to connect the intersection of Northeast Seventh Avenue and Lloyd Boulevard on the north side with the intersection of Northeast Seventh Avenue and Flanders Street on the south side.

Sullivan’s Crossing will be built to contemporary seismic standards. It’s expected to be able to survive a sizable earthquake.

The $13 million project is being funded by system development charges and $2 million from Prosper Portland. Construction is expected to begin in July 2019 and finish in 2020.

A pre-proposal meeting for the project has been scheduled for Sept. 24 at the high school, at 550 Ninth St. S.W., in Bandon. All interested contractors are advised to attend in order to familiarize themselves with job site conditions.

Bid proposals will be due by Oct. 8.

The full RFP documentation may be picked up in person on Sept. 18 at offices, at 524 Main St., Suite 2, in Oregon City.

The high school was built in 1975. in a sizable earthquake is greater than 10 percent, according to the Federal Emergency Management Agency and the Oregon Department of Geology and Mineral Industries.

Portions of the school other than the gym and cafeteria were retrofitted in 2016, according to the Coos Bay World, and the district’s Ocean Crest Elementary School last year.

Currently, another retrofit is under way at Harbor Lights Middle School in Bandon. Deficiencies in the gymnasium, fifth-grade classrooms, sixth-grade classrooms, choir room, art room and band room all are being addressed. Rafters are being shored, new double-pane windows are being installed and other work is being performed.

All of the prior seismic retrofit projects were built by of North Bend.

The on Wednesday authorized an exemption to the low-bid process and an alternate contracting method for the city’s $350 million to $500 million project to construct a water filtration plant at Bull Run.

City officials have been wrestling with options to build a massive water treatment plant to address the persistent presence of cryptosporidium in Bull Run’s raw water intake. The waterborne parasite has been found in five samples taken by the city this year, most recently in April. It also appeared in several tests during the 2017-18 winter.

The parasite’s presence forced the city into a compliance agreement with the Oregon Health Authority to build a filtration plant. Terms of the agreement call for the plant to be in operation by Sept. 30, 2027.

City officials have selected engineering firm Inc. to serve as project management consultant. The first reading on the firm’s selection was Wednesday, and the contract is expected to be formally approved during a second reading next week. The contract is worth $67.89 million.

Brown and Caldwell is based in Walnut Park, California, but it has a Portland office on Southwest Macadam Avenue.

Brown and Caldwell’s Jon Holland is listed as program manager. The consultant is required to adhere to the city’s guidelines for disadvantaged, minority-owned, woman-owned and emerging small-business contractors. The contract proposes 22 percent participation.

According to the ‘s timeline, a construction manager-general contractor will be selected for the project in the fourth quarter of 2019. Hiring a is likely to lead to lower costs and a faster construction schedule, said David Peters, principal engineer for the Water Bureau. The CM-GC will be selected through a competitive request for proposals process.

“This is a fully competitive process,” Procurement Services Manager Larry Pelatt said. “There is no limitation on who can bid, but you do want to get some specialized kind of people.”

City officials are considering a plant with capacity to filter 160 million gallons per day, according to documents presented to the City Council. That will meet peak-day capacity until 2045. A facility smaller than 145 million gallons per day would require increased use of groundwater, while a larger facility is not supported by growth projections, according to the Water Bureau.

The plant’s capacity, location and method of filtration are still to be decided, Commissioner Amanda Fritz said. Further community consultation is expected in early 2019.

Last year, the council voted to move forward with planning for a filtration plant. An ultraviolet light treatment system was considered but ultimately rejected.

The Water Bureau has applied for an Environmental Protection Agency grant, Pelatt said.

At Wednesday’s council meeting, Dee White, a local resident who actively follows water issues, criticized costs of previous city projects and questioned the city’s process in selecting contractors.

“This is not so transparent,” she said.

The has put a $42.5 million project back out to bid, after deciding against its original plan to go the construction manager-general contractor route to rebuild Hamlin Middle School.

The school district’s contract with , which won the original bid, was severed and the Portland-based firm was invited to rebid under the more traditional design-bid-build delivery method. That appears unlikely, however, because design-bid-build isn’t a major area of focus for Fortis, according to project manager Tim Sissel.

Fortis will be paid for the preconstruction work it performed for the project.

Springfield School District Superintendent Brett Yancey said there are no hard feelings.

“It’s pretty simple, really,” he said. “Our district had never done a project, and we have a limited budget, and once we got into the project we figured out that we probably wanted to stay with design-bid-build … There are certain projects that are right for CM-GC, and we were hoping that this was one of them, but, unfortunately, it turns out it’s not. It’s really about the price.”

The rebuild is part of a $71.5 million bond program approved by voters in 2014. Hamlin is one of four middle in the Springfield School District, all of which enroll between 550 and 600 students. The new replacement middle school will be large enough for 750 students. It’s expected to open in September 2017.

The district is already under contract for $3 million with BBT Architects of Bend. Formal bidding for a general contractor will open in early June, Yancey said.

The firms were selected based on qualifications that included experience building in downtown Portland and designing and constructing courthouses. SRG and Hoffman, which each have worked on numerous large public buildings in the Pacific Northwest, were among four groups of finalists vying for the estimated $250 million project.

SRG will partner with , a New York-based architecture firm with expertise in courthouses and other justice facilities, on design of the new Multnomah County Courthouse. CGLRicciGreene has designed other county courthouses of similar size and complexity to Multnomah County’s proposed new courthouse.

Hoffman Construction will serve as the project’s construction manager-general contractor. The firm has extensive experience with the public contracting model and worked on more than 30 projects.

SRG and Hoffman have collaborated on other public projects, including the Oregon Health & Science University West Campus in Beaverton; Ron Tonkin Field, home of the Hillsboro Hops  baseball team; and the Oregon State Hospital Replacement Project in Salem.

Multnomah County commissioners in April selected a vacant county-owned site near the west end of the Hawthorne Bridge for the new courthouse. Initial plans call for an L-shaped building with approximately 17 stories that would wrap around the nearby Veritable Quandary restaurant and the historic Jefferson Station building.

Design work is scheduled to begin this year with construction anticipated to start in 2017. The state- and county-funded project is scheduled to be complete by 2020.
