Update: Kerr takes corps to court

A Woodburn heavy construction company has sued the Army Corps of Engineers in federal court, claiming the corps rigged its bidding process to favor another contractor. According to a complaint Kerr Contractors Inc. filed with the U.S. Court of Federal Claims in Washington, D.C., the corps threw out Kerr鈥檚 proposal on a Tillamook jetty project on faulty grounds.
