The project team, facing concerns from local businesses and preservationists, chose to bypass what could have been a lengthy design review process and went with a different city process instead.
Mixed-use project going up in Northeast Portland
A former retail building in Northeast Portland is being renovated to become the Windows on MLK mixed-use project, a four-story structure with 3,500 square feet of ground-level retail space and eight apartments on the upper three levels.
