The Port of Newport was the successful bidder in the National Oceanic and Atmospheric Administration‘s solicitation for a Pacific fleet marine operations center and home port.

The new operations center is planned to occupy approximately 10 acres near the existing NOAA Fisheries Building and the OSU Hatfield Marine Science Center, on South Beach in Newport. An abandoned concrete fish ladder and several small businesses are on the new site. The businesses will be relocated prior to demolition and other site work.

The port is looking to select a construction manager/general contractor that can join the process early and assist with construction planning and design.

The new NOAA operations center will include the following buildings, open spaces and related improvements: a pier to accommodate up to six ocean-going NOAA research ships; a small boat dock to accommodate smaller boats; a two-story administrative office building with approximately 18,000 square feet to provide space for reception, general office, lockers/showers/exercise rooms and related spaces; a security building with approximately 200 square feet; a hazardous materials building of 1,000 square feet; a single-story warehouse of approximately 25,000 square feet to provide space for maintenance, wood and machine shops, boat shed and contractors area; open parking with sheltered access to the administration offices for guests; secured parking for staff (combined parking total is a minimum of 183 vehicles); open lay-down and staging spaces between the office and warehouse for equipment and supplies; warehouse loading/unloading area for long-haul delivery trucks; open dockside areas for equipment staging and loading; site access roads and walkways; and other work.

The project will be designed to meet LEED silver design standards. Occupancy and access to all portions of the NOAA Marine Operations Center-Pacific is required by May 1, 2011. Substantial completion of the over-water pier work is July 1, 2011.

A mandatory pre-proposal briefing and site tour will be conducted at 10 a.m. on Thursday at the Port of Newport office, 600 S.E. Bay Blvd. in Newport.

The total construction budget is $28 million.
