The city of Pendleton owns and operates a secondary wastewater treatment plant, with a flow capacity of 2 million gallons per day in dry weather, and a capacity in excess of 4 million gallons per day in wet weather. Electrical power for the plant is purchased from PacifiCorp and ranges from approximately 141,000 to 167,000 kilowatt-hours per month. As the community grows, additional electricity will be required.

The city is seeking a service provider to develop the concept and produce a preliminary and final design, specifications, financing, construction and then operate and maintain a turn-key, hosted solar photovoltaic energy system of approximately 200 kilowatts DC to provide power for the plant. A nearby area that measures approximately 2 acres is the primary location for installation of the solar panels and associated equipment.

The company will be required to provide complete installation of the photovoltaic solar electrical system at no cost to the city of Pendleton, with net metering of the power generated and sale of electricity to the city’s wastewater treatment plant at a rate guaranteed during the life of the solar services agreement. The owner must obtain a city business license, and the general contractor must obtain a contractor business license that covers any subcontractors.

A nonmandatory open house for contractors will be held from 2 to 4 p.m. on Oct. 15 at the wastewater treatment plant, at 4255 S.W. 28th Drive in Pendleton.

Notice of intent to award is planned for Nov. 6, and City Council will announce the contract award at 7 p.m. on Nov. 17.
