The city of Lake Oswego has determined that all general contractors, bypass pumping specialty contractors and marine specialty contractors on the Lake Oswego Interceptor Sewer – Lake Down project must be pre-qualified prior to submitting a bid. HDPE fusion and deployment specialty contractors previously qualified as part of the Lake Full project are automatically pre-qualified as marine specialty contractors and do not need to reapply.

The Lake Down contract involves the installation of pile-supported and buried pipe to connect pipe previously installed during the first phase of the work on the city’s existing sewer system (Lake Full contract). The work consists of, but is not limited to, all large-diameter HDPE pipe at the bottom of the lake to be supported by piles or buried, installing a cathodic protection system for the steel components of the pipeline, and bypass pumping existing interceptor flow. Work will be conducted in drawn-down lake conditions with the lake surface at several different elevations that range from 22 feet drawn down to lake flow (MSL 76.6 feet to 98.6 feet).

The anticipated estimate for the bypass pumping is $5 million to $7 million, and the marine operations portion of the project is estimated to be $1 million to $3 million. The total project contract cost is anticipated to be between $20 million to $30 million.
