The city of Portland Water Bureau strives to provide high-quality water to enhance public health and safety, and to contribute to the economic viability and livability of the Portland-metropolitan region.

The city and several public works agencies use a variety of radio systems for their internal field communications. Their abilities are limited, which affects the effectiveness of mutual aid and support for traditional public safety responders.

Public works has not yet been integrated into the Regional Tactical Interoperable Communications Plan. This project is intended to be a step toward that end.

Proposals are being sought from individuals, firms, teams or consultants with demonstrated experience in conducting interoperable communications needs analysis. The successful proposer will conduct an analysis specific to regional public works agencies. The result of the study will be recommendations for strategies, methods, procedures, equipment, training and exercise to improve interoperability among public works agencies, and with public safety agencies, transit agencies and those in the private sector.

The anticipated cost for the services shall not exceed $100,000. Proposers should include a true estimated cost to perform the work irrespective of the city’s budgeted funds for this work. Proposals will be reviewed by an appointed committee. A short list of proposers, based on the highest scores, may be selected for oral interviews if deemed necessary. For contracts over $100,000, the evaluation committee’s recommendation for contract award will be submitted to Portland City Council for approval.

The city anticipates that the work products can be completed in 12 months or less following notice to proceed.
