The city of Pendleton is seeking firms to provide consulting and other services for the design and installation of residential solar electric systems for a group of Pendleton homeowners.

The Pendleton Solar Program, a response by the city to increasing enthusiasm for sustainable energy solutions, provides the resources necessary to help residents overcome existing monetary and logistical hurdles.

The purpose of this project is to install photovoltaic systems for homeowners in Pendleton, a region serviced by Pacific Power, at a per-watt price lower than the typical residential installation.

With support from Energy Trust of Oregon, the city will solicit participation from homeowners and coordinate outreach and education. Interested homeowners will pledge by June 1 to install a system. The number of participating homes and total capacity of the project is unknown. An initial outreach mailing has generated more than 250 responses from interested individuals already, and more are coming in.

In March, April and May, the city of Pendleton, Energy Trust of Oregon and other project partners will deliver educational workshops. The firm or firms selected via the RFP process will be expected to have staff available to answer questions and provide an interface to the community at these workshops.

The Energy Trust of Oregon will provide initial solar energy reviews for interested homeowners. Once they receive their basic reviews and understand the basic solar potential on their sites, they will be directed to the selected firm or firms.

If it is decided that there is a need for interviews, proposers will be interviewed on Feb. 22. Notice of award of the contract will be March 2. The list of participating homeowners will be available March 17 to June 1, and the estimated completion date for the installations is Oct. 1.
