The project consists of waterproofing and other improvements to the upper and middle levels of the East Precinct Police parking garage at 737 S.E. 106^th Ave. in Portland.

The garage is a three-story, reinforced concrete structure consisting of precast concrete columns, precast concrete tilt-up panels, precast concrete double-tee deck support beams, cast-in-place reinforced concrete shear walls and CMU blocks. The deck beams are surfaced with a cast-in-place reinforced concrete topping slab, and some columns have brick veneer cladding capped with metal flashing. The purpose of the work is to make repairs and correct defective conditions identified in the structure.

Work includes providing metal caps and flashing on columns and other exposed areas, cutting openings in curbs for storm water egress, installing a built-up storm water diversion curb, waterproofing surfaces and installing a waterproof traffic coating to concrete parking decks.

Prequalification is required to determine if the successful bidder has experience and knowledge to complete the work.

Several contractors were prequalifed (within the past year) through the Special Prequalification process for other city of Portland waterproofing projects with similar scope of work as this project. As a result, the city considers these contractors to be prequalified for this bid, provided they meet the requirements found within the bid documents and sufficient bonding. The prequalified contractors are: D & R Masonry Restoration, FD Thomas, John Rohrer Contracting, Leewens Corp., Pardue Restoration, Pioneer Waterproofing, Precision 1 Coatings, Snyder Roofing, Western Waterproofing and Vancouver Painting.

Work shall be completed no later than 60 calendar days from date indicated in the Notice to Proceed.
