The Gateway Regional Center urban renewal area is one of the city of Portland’s 11 URAs. Two interstate freeways and three MAX lines come together in the Gateway URA, which is expected to become a high-density employment center offering urban amenities, walkable neighborhood services, as well as parks and open spaces.

In December 2009, the Portland Development Commission and Portland Parks and Recreation purchased three parcels from two property owners at 10506-10512 and 10520 Northeast Halsey Street. The project site is bounded by Northeast Halsey Street to the north, Northeast 106th Avenue to the east, Northeast Wasco Street to the south and Northeast 104th Avenue to the west.

Redevelopment of this property accomplishes several goals: blight removal (vacant buildings), park development, and redevelopment and job creation on a major arterial.

The key services that the selected consultant will provide are urban design analysis, park design, development feasibility for the redevelopment site, transportation/circulation analysis, and construction cost analysis for park design.

Tentative dates for interviews of the finalists are March 30 and 31. The Notice of Intent to Award is scheduled for approximately April 5.
