Project consists of a request for proposals from qualified Construction Manager/General Contractor firms for predevelopment consultation and construction of the new 40-unit Innovative Care Campus to be constructed at the Mill Pond Village located at 23^rd and Marine Drive in Astoria, Oregon 97103. Proposals are requested from CM/GC firms with direct demonstrated expertise in constructing residential care facilities, particularly RDF developments with a mix of public and private financing.

The development includes the construction of three single-level, type V-B, RCF licensed Memory Care duplex cottages for total of 24 units. These structures will incorporate a residential environment, complete with kitchen, laundry facilities, living and dining spaces, bathrooms and storage spaces serving four occupants per residence – two residences per duplex structure. The buildings will be fully sprinkled.

Also included in the development will be the construction of a two-story, 16-units, type V-B, RCF licensed Bariatric/Brain Trauma facility of similar design, programming layout, and construction of the Memory Care cottages. Particular equipment, systems, and guidelines are accommodated in this specialized facility. The structure will incorporate the design of new common, public, and office space.

The entire campus will be graded to a gentle 4% slope and provided with new site amenities, gardens, hardscape and landscape features, lawns, fencing, parking lot(s) and utility infrastructure.

Another RFP is also out for bid regarding this project. That RFP is a request for proposals from qualified architectural and engineering firms for the development of this project and the bid date for that RFP is March 16^th.
