The Oregon Department of Administrative Services owns and operates 44 buildings with slightly more than 3 million square feet, mostly in Salem and Portland. The scope of this project covers 17 buildings and land in Salem and two buildings in Portland.

The department spends approximately $3 million annually for its buildings’ electrical usage. Approximately 35 percent to 45 percent of this power is consumed at the buildings within the scope of this project. Presently, less than 1 percent comes from renewable sources; this project offers an opportunity to increase that percentage and also reduce the department’s overall energy costs.

The Department of Administrative Services is seeking a private sector partner, commonly known as a “third-party developer,” to enter into a Solar Power Purchase Agreement and a Site License Agreement for approximately 4 megawatts worth of solar electric systems, which may include high-efficiency monocrystalline silicon solar cells, solar film and solar trackers at 19 locations (buildings and land).

The overall goal of this project is for the third-party developer to develop the concept, interim and final design/engineering, specifications, financing, construction, materials, installation, operation, and maintenance of turn-key, hosted solar electric systems at the department’s roof-top and ground-mount locations, and to sell the solar-generated electricity to the Department of Administrative Services.

Systems must achieve commercial operation and be placed in regular service no later than April 30, 2011.
