This project consists of the demolition of Block 26, the site of a former Sizzler restaurant at 834 N.E. Martin Luther King Jr. Blvd. in Portland. The site, near the Oregon Convention Center, has been vacant for several years. The building will be torn down and a public park area will take its place for the next few years, until it is decided whether a building will be constructed.

The former restaurant is a single-story structure with lap siding on a structural slab of approximately 7,128 square feet. It is surrounded by approximately 25,000 square feet of asphalt parking. The area of work is approximately 0.80 acres.

Base bid work includes temporary fencing, erosion control, pest control, salvage of one-story building and slab, removal of asphaltic concrete parking area and base rock, removal of internal walkways and other structures, removal and disposal of excess fill dirt (estimated at 3,017 cubic yards), capping utilities, import topsoil, hydroseeding and other incidental and related work.

All known hazardous building materials will have been abated by others prior to the work. The owner intends to perform selected discrete and/or composite environmental soil samples necessary to determine that all off-haul soil meets the DEQ’s criteria for unrestricted clean-fill. Primary issues of concern are petroleum contamination and heavy metals.

The project will be awarded no later than July 12, and the project must be completed no later than 90 calendar days from issuance of the notice to proceed.
