The city of Roseburg is requesting proposals from qualified persons to finance, design, build, operate and maintain solar photovoltaic electric power systems at the Roseburg Public Safety Center storage facility.
The 8,600-square-foot storage facility was funded through government bonds paid for by community citizens. The city now is looking to start a pilot program to reduce energy costs.
The city hopes the project will spur participation in a similar program for other facilities in the Roseburg area. It is extremely important for the successful proposer’s project history, corporate culture and principles to align with goals set by the city of Roseburg.
Upon selection of a proposer, the city intends to enter into a purchase power agreement. The city expects the proposer to partner with Energy Trust of Oregon; renewable energy incentives may be available. Negotiations for the agreement are scheduled to be completed no later than March 1, 2011.
The project includes the design and construction of a 25-kilowatt to 40-kilowatt, grid-connected photovoltaic system. Proposers should include: preliminary sizing details for the system, projected monthly production data, a firm tariff rate for the solar-generated electricity, projected annualized cost savings for the city, and an operation/maintenance proposal for the turn-key photovoltaic system.
Work includes: development of safety center solar energy project plans, specifications and design requirements; obtainment of building and other needed permits; construction of the safety center solar energy pilot project; arrangement of intermediate and final inspections; commissioning and acceptance testing; maintenance and operation of the system; monitoring, and other work.
The project is scheduled to be completed by June 30, 2011. The city’s plan is for the proposer to sell the electricity to the city at guaranteed rates.
