Before the first Europeans sailed into the Coos Bay estuary, Hollering Place was the center for transportation, commerce and communication. Early inhabitants of the area established a village named Hanisitch on the narrowest crossing of the Coos Bay estuary. Southbound travelers would holler across to the village and someone would paddle over to provide passage, just as the Coos Indians had done previously.

Hollering Place was the first European settlement in what later became Coos County. The small port community grew to become Empire City, the first Coos County seat. Later, the county seat was moved to Coquille and the city of Empire eventually was incorporated into the city of Coos Bay.

In 1998, a restaurant fire at the intersection of Newmark Avenue and Empire Boulevard revealed a view to the bay and rediscovery of the historic Hollering Place. A citizen-led effort convinced the city to purchase the property for an overlook/wayside.

The Coos Bay Urban Renewal Agency is seeking proposals from qualified teams to develop the 3.7-acre site. The city has enacted a special Hollering Place zoning district for the site, which is intended to become a planned unit development based on the guidelines and requirements contained in the code and the Hollering Place master plan. A cohesive design celebrating historic seaside architecture, reclamation of native shoreline habitats, sustainability, interpretation of local history and reconnection to the water are unifying elements for the zoning district.
