The Port of Vancouver U.S.A. is engaged in a multiyear rail and facility improvement project scheduled for completion by July 1, 2017. The estimated value of the entire project is $137 million, and the purpose of this request for qualifications is to acquire a firm capable of performing all aspects of design and permitting services necessary to accomplish this goal.

Construction will transform the port into a state-of-the-art unit train facility, increasing capacity more than fourfold. After the project is completed, the port will be able to use more than 44 miles of rail to serve its present and future customers and tenants.

Unit trains, potentially from 60 to 174 cars long, will have the ability to carry a single commodity to be received, stored, utilized and depart from inside the Port of Vancouver’s facility and connect directly to and from the Burlington Northern Santa Fe Railway and Union Pacific main lines and storage tracks of the port’s tenants. The national rail network will benefit with reductions in both freight and passenger rail congestion and improved on-time performance along the BNSF and UP main lines.

The apparent successful consultant will be announced the week of Jan. 24, 2011.
