The Portland Building, designed by Michael Graves and built in 1982, is an iconic structure in downtown Portland. The building has approximately 375,000 square feet of space; office and meeting spaces are on floors 2-15, and retail/restaurant spaces and customer service centers are on the ground floor. Each merchant is billed separately for energy use.

The city manages a day-care center on the first floor’s southeast corner. The building’s garage level consists of vehicle and bicycle parking and some climate-conditioned spaces containing locker rooms and support services. In general, the building operates weekdays; however, there is some weekend use by tenants.

This project consists of a request for proposals for Leadership in Energy and Environmental Design technical consulting services for retro building commissioning, ASHRAE Level 1 energy audit, and lighting pollution analysis. The city intends to enter into a contract with the highest scoring, responsive, responsible proposer to perform the services and work described in the RFP.

The work will be done in two stages: the first is the ASHRAE Level 1 walk-through analysis, and the second is implementation. The latter may or may not be performed by the successful proposer. The city reserves the right to have stage 2 performed by a separate consultant or the city’s own employees.

The selection committee will make a recommendation the week of Feb. 14. Contract negotiations with the successful proposer will take place the week of Feb. 28. Notice to proceed is scheduled for April 1.
