The Portland Water Bureau’s central maintenance facility, commonly referred to as Interstate, occupies 11 acres on North Interstate Avenue near the Rose Quarter and the Willamette River. With a staff of 300, the Operations and Maintenance/Construction division provides the core services required to maintain and expand the city’s potable water delivery system.

The facility is composed of several single- and multiple-use structures. The oldest buildings were constructed in the mid-1920s, and the newest in 1991. The site’s main structure, dubbed the Maintenance Building, houses most of the office space as well as the PWB warehouse and stores. The assessment of this 1925 building is that it is not designed or constructed to meet present and future programming needs of the PWB.

Under the Public Health Security and Bioterrorism Preparedness and Response Act of 2002, all water systems serving more than 3,300 people were required to analyze their security vulnerability and create an implementation plan for improving security. The PWB also studied the vulnerability of the water system to natural disasters. The evaluation identified many areas that would be vulnerable to perpetrators and that the building may not be able to withstand a sizable earthquake.

The city is seeking proposals from parties with demonstrated experience in Leadership in Energy and Environmental Design for new construction projects and construction manager/general contractor delivery of large maintenance facility projects for Phase 1 – Pre-construction services and Phase II – Construction for the Interstate maintenance facility.
