Crews are working at the site of the future Freedom Center 1, a three-building complex of 150 affordable rental units and a retail space. The property is in Northwest Portland on Pettygrove Street between 14th and 15th avenues.聽 General contractor began work on the site in August, and is expecting to finish the work by next summer.
