  • Design advice is sought for a new six-story residential project with one level of below-grade parking at 1715 N.W. Couch St. The 160,000-square-foot building would contain 200 units. The applicant is Kurt Schultz of SERA Architects, and the owner is St. Mary’s Catholic Cathedral of the Immaculate Conception of Portland.
  • Design advice is pending for changes to entries to the Oregon Convention Center at 777 N.E. Martin Luther King Jr. Blvd. The applicant proposes renovating the entry plaza and the primary entries along both Northeast Martin Luther King Jr. Boulevard and Holladay Street to improve functions, visibility and identification, as elements of a multi-phased facility renovation. The applicant is Brent Shelby of owner Metro.
  • Design advice is pending for a new with 270 residential units at 1650 N.W. Naito Parkway. The project would be built on an existing parking lot on the south portion of the site, which also contains two office buildings. The property would be divided to create a 79,700-square-foot site for the development. The applicants are Bonnie Chiu and Tim Wybenga of TVA Architects; the owner is Fremont Place LP of San Francisco, which is registered to Dallas-based Lincoln Property Co., which purchased the property last year.
  • Early assistance is pending for three projects by Urban Development Group. All have construction permits under review and are being modified to eliminate parking in favor of more residential units, including:

1, a proposed building at 2548 S.E. Ankeny St. would include 96 units, a change from the previously proposed 77-unit building with ground-floor parking;

2, a proposed building at 316 N.E. 28th Ave. would include 119 units, a change from the previously proposed 74-unit building with below-grade parking; and

3, a proposed building at 2789 N.E. Halsey St. would include 53 units, a change from the previously proposed 30-unit building with on-site parking.

The applicant for all three projects is Urban Development Group’s David Mullens, who in February applied for similar changes to two projects in the Sellwood-Moreland neighborhood.

  • Early assistance is pending for a proposed new 8,500-square-foot single-story building at 3612 S.E. 82nd Ave. The building would house up to nine restaurant tenants, and an existing vacant building may be demolished. Site work would consist of selective demolition, new infrastructure and parking lot repairs to 15 food carts, seating areas and required parking. The applicant is Garlynn Woodsong of Woodsong Property Renovation Partners LLC, and the owner is TDH Investments LLC.
  • Early assistance is sought for two distinct primary uses in a multi-tenant building zoned IG1 at 960 S.E. 11th Ave., part of Killian Pacific’s LOCA development. The two primary uses would be retail sales and service for one tenant, and manufacturing and production for the other tenant. The applicant is Mike Coyle of Faster Permits, and the owner is LOCA LLC.
  • Early assistance is pending for a proposal to renovate the exterior of a two-story, 115-year-old office building at 122 S.W. Third Ave. The building would be painted to unify existing patchwork brick, and an existing canvas awning would be replaced with a steel and glass entry canopy and signage. The applicant is Lee Winn of Winn Architecture LLC, and the owner is ITM Investments LLC.
  • A Type II design review with modifications is sought for a proposal to develop 10 single-family residences, with modifications to landscaping and community design standards, at 13208 N.E. Glisan St. An existing dwelling would remain, and outbuildings would be removed. The applicant is Michael Susak of Susak Properties, and the owner is Ruth Bennett.
  • A Type II greenway review is sought for the development of two athletic fields in the southeast corner of the University of Portland’s River Campus at 5828 N. Van Houten Place. The applicants are Isaac Harris of Soderstrom Architects and Jim Kuffner of the University of Portland.
  • A Type Ix historic resource review is sought to replace proposed windows on the Towne Storage building at 17 S.E. Third Ave. with roll-up doors. The applicant is Julio Rocha of LRS Architects, and the owner is Towne Storage Property LLC of El Segundo, California.
  • A Type Ix historic resource review is sought for changes to a ground-floor storefront of the Terminal Sales Building at 1220 S.W. Morrison St. Proposed renovations include new windows, a door and an awning. The applicant is Suzannah Stanley of Mackenzie, and the owner is Weston Investment Co LLC.
  • A Type II historic resource review is pending for the development of an 800-square-foot single-story structure within the Grand Avenue Historic District at 550 S.E. Martin Luther King Jr. Blvd. The structure would be part of the podium of a proposed 14-story half-block development to the west, and would house support space for that building. The applicant is Don Lee of Works Progress Architecture, and the owners are Burns Bros LLC, SPP Properties LLC and Hotel Chamberlain LLC. The project is a joint development between Beam Development and Urban Development + Partners.
  • A Type III historic resource review is sought for the full renovation of the Portland Building at 1120 S.W. Fifth Ave. The project includes a seismic upgrade and replacement of all MEP systems. Proposed exterior renovation includes: replacement of all existing façade finishes and glazing systems; construction a new building cladding system to sit outboard of the existing building face; and enclosure of two areas of the existing covered loggia on the ground floor. The applicant is Erica Ceder of DLR Group, and the owner is the city of Portland.
