  • Design advice is sought for a new four-building mixed-use development on a 9.83-acre South Waterfront District parcel bounded by Southwest Bond Avenue on the west, the Willamette River on the east, Southwest Lane Street on the north and Southwest Lowell Street on the south. The development would contain a total of 1,125 housing units, commercial space and parking, as well as greenway improvements and infrastructure. The applicant is Kim Lan of Dallas, Texas-based Alamo Manhattan Properties, and the owner is The Landing at Macadam LLC, which is managed by San Mateo, California-based Prometheus Real Estate Group Inc. Four buildings were approved for the site last year by the Portland Design Commission in Type III design review hearings. Those buildings totaled around 1,039 units, and were designed by GBD Architects and Jones Architecture for Cairn Pacific, which was developing the property for Prometheus Real Estate Group.
  • Design advice is sought for Phase 1a of Security Properties’ planned development at a former PepsiCo bottling plant at 2505 N.E. Pacific St. A planned development review for the site was approved by the Portland Design Commission earlier this month. Plans for the first phase of work include the renovation of the existing mid-century warehouse, one new apartment building, alteration of an existing warehouse’s south facade, below-grade parking, a new publicly-accessible plaza and design of the woonerf, a multimodal east-west connector. The applicant is Amanda Bryan of Seattle-based architect Mithun, and the owner is SP Jade II LLC.
  • Design advice is sought for construction of a 14-story building on the Oregon Health & Science University campus at 3181 S.W. Sam Jackson Park Road. The building will be erected on the site of the former School of Dentistry building, which was demolished to accommodate the Casey Eye Institute expansion and general hospital expansion. The proposed 14-story building would house inpatient services, and include 200 to 300 patient parking spaces. The applicants are Ed Trotter of OHSU and Carl Tully and Jose Sama of Seattle-based NBBJ, and the owner is the state of Oregon.
  • Early assistance is sought for a new six-unit residential building on an unimproved 2,700-square-foot parcel at 3019 N.E. Martin Luther King Jr. Blvd. The applicant is Marc Connolly of Anchored LLC, and the owner is Agbolade Sosanya.
  • Early assistance is sought for the initial industrial redevelopment of a portion of the Portland Meadows property at 1001 N. Schmeer Road. The portion of the property to be discussed is the EG2-zoned parking lot area, and a property line adjustment is also sought to realign an existing parcel boundary between the EG2 and IG2-zoned portions of the property. The applicant is Lee Leighton of Mackenzie, and there are multiple owners associated with the property.
  • Early assistance is sought for the proposed renovation of an existing single-story concrete building at 110 S.E. Main St. for industrial office and retail sales/service tenants. The applicant is Ben Carr of Brett Schulz Architects, and the owner is 110 S.E. Main LLC.
  • Early assistance is sought for a project to construct four 19-unit apartment buildings on a property at 3802 N.E. Martin Luther King, Jr. Blvd. The proposal is to divide the 9,000-square-foot property into four lots, demolish an existing 7,762-square-foot commercial building, and construct the four three-story mixed-use buildings. The applicant is Michael Perso of William Kaven Architecture, and the owner is MLK Failing LLC, which is managed by a limited liability corporation operated by developers Vic and Wally Remmers.
  • Early assistance is sought for construction of a new warehouse and office building with on-site parking on a vacant parcel at the southwest corner of Northwest 23rd Avenue and Roosevelt Street. The applicant is Gene Bolante of Studio 3 Architecture, and the owner is 1535-A1 LLC, which is managed by a limited liability company registered to Warren Rosenfeld of Calbag Metals.
  • Early assistance is sought for changes to previously-reviewed and approved buildings sizes and scope of work for a waste transfer facility at 11618 N. Lombard St. The applicant is Arthur Max of International Resource Management, and the owner is Marx Investments LLC.
  • Early assistance is pending for the addition of manufacturer guidelines materials and signage on the façade of a Chevrolet dealership at 107 S.E. Grand Ave. The applicant is Brian Dueltgen of LRS Architects, and the owner is Wentworth Land Co.
  • A pre-application conference is pending to discuss a land division to create three lots on properties at 1512 S.W. 58th Ave. Two lots would retain existing homes, and the third lot would be developed with 14 attached units. The applicant is Mark Dane of Mark Dane Planning, and the owner is Main Street Development Inc.
  • A pre-application conference is sought for construction of a new four-story mixed-use building at 1130 N.E. Alberta St. The structure would contain two stories of co-housing with lofts, one story of office space, ground-floor retail space and below-grade parking. The project team is pursuing affordable commercial space and high ground-floor ceiling bonuses. The building would contain approximately 85-90 housing units. The applicant is Doug Sheets of LEVER Architecture, and the owners are Samuel and Margaret Brooks.
  • A pre-application conference is sought for a future design review for a four- to five-story medical office building and surface parking for Adventist Medical Center at 1500 S.E. 96th Ave. The applicant is Clark Carlson of Clark/Kjos Architecture, and the owner is Oregon Conference Education Association.
  • A Type II adjustment procedure is pending for a new single-story commercial office building with a mezzanine and on-site parking at 5702 S.E. Center St. The adjustment requested is to building setbacks to allow vehicles to access the property from Southeast Center Street. The applicant and owner is Brian Kimura of Couterloop LLC.
  • A Type II design review is pending for the remodel of an existing McDonald’s restaurant at 2010 N.E. Cesar E. Chavez Blvd. The project is to include new exterior finishes, replacement of a mansard roof with parapets, drive-thru updates and a new outdoor patio. The applicant is Jennette Berta of Bellevue, Washington-based Freiheit Architecture, and the owner is McDonald’s Corp (36-0081).
  • A Type II design review with modifications is sought for changes to a 157-unit workforce housing project by Northwest Housing Alternatives at 9747 N.E. Glisan St. The project was approved by the Portland Design Commission in September. Subsequent interpretations of a pedestrian path constituting a street for the purposes of evaluating development standards requires modifications to setbacks, ground-floor windows, entrances, vehicle areas and parking lot landscaping. The applicant is Kristina Hauri of MWA Architects, and the owner is Gateway Affordable LLC.
  • A Type III design review with modifications is sought for a seven-story mixed-use building at 1500 S.W. Taylor St. – a project by Bellevue-based developer Shelter Holdings LLC. The applicant is Robert Leeb of Leeb Architects, and the owner is OPC 1500 Taylor Street LLC.
  • A Type III land division review is sought to create a 14-lot subdivision with one environmental tract and one public street on a property at 13810 S.E. Claybourne St. The applicant is Sarah Radelet of Strata Land Use Planning, and the owners are Agnes Huml and Gabrielle Gibson.
  • A Type II zoning map amendment is sought for removal of outdated conditions of approval to a site at 755 N.E. Columbia Blvd in preparation for a two-building warehouse development totaling approximately 650,000 square feet. The applicant is Scott Moore of Mackenzie, and the owner is 755 Portland Property LLC of Atlanta, Georgia.
