Lindsay Verdugo serves as community empowerment manager at Mortenson, where she has worked in the construction industry for a decade.
Verdugo created and launched Empower, Mortenson鈥檚 small business development program, now in its second cohort for Oregon and Southwest Washington. Through months of mentorship, hands-on workshops and practical business tools, she helps firms stabilize operations, understand risk, improve estimating and financial readiness, and scale safely into larger scopes.
Her approach focuses on supporting the employers who create jobs, strengthening the regional supplier ecosystem and increasing economic mobility. Grounded in Mortenson鈥檚 LeadBLU culture program principles, Verdugo combines strategic planning with relationship building to expand industry participation.

Beyond her work at Mortenson, Verdugo has forged partnerships with organizations including the Oregon Association of Minority Entrepreneurs, NAMC-Oregon, Constructing Hope, Oregon Tradeswomen, Portland Youth Builders and numerous trade ally groups. These relationships connect emerging workers and small businesses to training, internships, apprenticeships and construction career pathways.
Verdugo also leads Mortenson鈥檚 annual Certified Firm Meet & Greet, an event bringing diverse businesses together with Mortenson leaders, estimators and project teams to create networking opportunities and open new professional pathways.
