A sweeping renovation and expansion of the Mt. Scott Community Center at 5530 S.E. 72nd Ave. has transformed the aging recreational facility into a modern civic hub, blending mass timber construction with seismic upgrades and energy-efficient systems to serve a historically underserved neighborhood.
The project, led by Bremik Construction, involved partially demolishing 20,000 square feet of the existing structure, renovating 40,000 square feet of remaining space, and constructing a two-story, 31,000-square-foot addition – bringing the total facility to 71,000 square feet.
Portland Parks & Recreation initially approached the project as a seismic retrofit, but community engagement and architectural programming by FFA Architecture and Interiors expanded the scope to include new classrooms, an event center, kitchen, fitness areas, administrative offices, and a public lobby. The existing pool, gym, and roller rink also were up-graded.
The project made extensive use of cross-laminated timber panels and glulam framing – materials selected for their seismic performance, lower embodied carbon compared with steel or concrete, and biophilic qualities. The hybrid structural system allowed the design team to meet stringent public-sector code requirements while creating warm, daylight-filled interiors.
To manage the tight tolerances required by the mass timber system, Bremik used in-house 3D scanning technology alongside a detailed building information modeling process. After concrete shear walls were poured and steel framing installed, the team performed a comprehensive scan to verify locations of required penetrations before timber components arrived on site. MEP penetrations in the CLT panels were pre-drilled off-site prior to delivery, improving quality control and reducing field labor.
Jobsite safety required inventive solutions. Crews replaced the roof system and made struc-tural upgrades above the facility’s pool while city staff continued to maintain the pool be-low. Workers installed a full scaffolding system over the filled pool for window replacement work and added guardrails around the pool perimeter to prevent falls.
The addition is designed to function as an emergency shelter during extreme weather events and features an approximately 130-kilowatt rooftop photovoltaic array, high-efficiency HVAC systems with charcoal filtration, and natural ventilation strategies. The project is tar-geting LEED Gold certification. During construction, approximately 98 percent of existing trees on the site were preserved.
Bremik reported that 21 percent of subcontractors utilized on the project were COBID-certified.
The renovated facility added full elevator access to previously inaccessible areas and barrier-free circulation throughout the new addition.
Since reopening, the center has served an estimated 1,000 to 1,250 people each day – approximately 150 percent of the average daily usage of the former facility.
“The completed facility reflects not only strong technical execution, but a shared dedication to creating a welcoming, accessible space that will serve Portland families, youth, and sen-iors for decades to come,” Robin Laughlin, capital renovation program manager at the City of Portland, said in the project nomination form.
