A newly completed civic campus in Oak Grove is bringing together library services, recreation and community gathering under one roof 鈥� and one ambitious construction effort.

P&C Construction completed the Oak Lodge Library and Concord Community Center Renovation in October 2025, delivering a 61,400-square-foot campus at 3783 S.E. Concord Rd. The project replaced a library branch that had been tucked inside a strip mall along McLoughlin Boulevard, isolated from other community services. The project was designed by Opsis Architecture.

The new 15,300-square-foot Oak Lodge Library features a main collection, designated teen and children鈥檚 areas, meeting rooms, a seed library and a community room with after-hours access. A children鈥檚 reading nook houses an interactive art installation, while acoustical panels shaped like leaves float overhead, designed to evoke a storybook forest. Fiber optic lighting panels in the children鈥檚 area create the sensation of reading in space.

An adjacent all-inclusive playground 鈥� the district鈥檚 first 鈥� includes ADA-compliant path-ways, rubber tile surfacing, a two-level play tower with ramps, a roller slide, nest swings, inclusive spinners and multiple sensory play features.

One of the project鈥檚 most notable construction elements is the use of exposed dowel-laminated timber ceiling panels throughout the library. Rather than concealing the structure with a conventional ceiling system, the team used DLT as both a structural and finish mate-rial. The panels also incorporated built-in chases, allowing the construction team to conceal conduit for lighting, sprinkler lines and speakers without compromising the aesthetic. The library also is equipped with a rooftop solar array and is designed to meet net zero energy goals through LED lighting, variable refrigerant flow mechanical systems and low-flow plumbing fixtures.

The adjacent Concord Community Center 鈥� a historic former school building constructed in 1936 鈥� received a new accessible entrance, lobby with elevator, seismic and MEP up-grades, a new roof and refreshed interior finishes across its 43,350 square feet.

Safety on the jobsite was managed through P&C鈥檚 CORE Safety Program. Workers鈥� hard hats featured embedded NFC chips that allow first responders to instantly access medical information and emergency contacts. QR codes on hard hats linked workers to safety rules, harassment policies, mental health resources and issue reporting.

On the diversity front, Portland Electrical Construction, a women-owned business certified as a WBE, handled electrical work across both the library and community center renovation, accounting for approximately 10 to 12 percent of total project work.
