Essex General Construction has completed Portal at the River District, a 222,541-square-foot mixed-use residential development at 355 E. 5th Ave. in Eugene that marks one of the first buildings finished within a long-planned urban renewal effort along the Willamette Riv-er.

The project, completed in June 2025, rises from a former industrial brownfield that present-ed significant environmental and structural challenges from the outset. Contaminated soils at various depths required careful management during earthwork, and the construction team designed and executed a complex sub-slab dewatering system beneath a below-grade parking garage that spans the building鈥檚 entire 50,000-plus-square-foot footprint.

Structural complexity continued above grade, where two levels of post-tensioned concrete support three levels of wood framing. Zero lot line conditions demanded constant coordination among the earthwork and shoring subcontractors, Essex鈥檚 concrete crew and the design team, led by SERA Architects and Arroyo Design.

To address an aesthetic challenge posed by exposed structural concrete walls along changing street grades, the design team developed a precast concrete panel cladding system that provided a cost-effective and visually refined solution.

Interior finishes were executed to near-condominium standards, with custom details and art installations beginning in the building鈥檚 lobby.

Portal achieved Earth Advantage Platinum certification, performing at least 10 percent more efficiently than Oregon energy code requirements. The project incorporates on-site storm-water infiltration, electric vehicle charging infrastructure, secure bicycle storage, and high-level indoor air filtration designed to address wildfire smoke. The building connects directly to the Ruth Bascom Riverbank Path.

On the safety front, the project team deployed the Tattletale Safety System, a wireless, instant-deploy platform that provided real-time alerts across the evolving jobsite. The team also conducted quarterly site evaluations in partnership with OSHA consultants to assess PPE adherence and structural safety, translating consultant feedback into immediate on-site improvements.

Essex committed to awarding more than 50 percent of professional and construction services to Lane County businesses. The team exceeded that threshold, with local spending estimated at 55 percent of total contract volume.
