A full-block mixed-use development in Portland鈥檚 Goose Hollow neighborhood reached completion in October 2025 after a decade-long effort that weathered a global pandemic, historic inflation, and widespread social unrest.

Press Blocks, developed by Security Properties and built by Turner Construction, encompasses nearly 550,000 square feet across two structures: a 24-story residential tower with 341 apartments and a three-story commercial building featuring retail space, work/live units, and creative office space. A publicly accessible mid-block plaza and landscaped connector link the buildings to the surrounding neighborhood.

The building designs are inspired by the site鈥檚 history as the former home of The Oregonian newspaper鈥檚 printing and distribution facilities. Art pieces reflect the history of the printing plant and pay homage to Tanner Creek, which once ran through the neighborhood. Residential tower amenities include an extensive rooftop oasis with 鈥渟ky lounge,鈥 yoga/fitness center, a business center and co-working hub, private theater room and poker lounge, dog run and wash station, and below-grade parking for 473 cars.

The project鈥檚 timeline, which began in 2015, forced the development team to repeatedly recalibrate. Rising costs during construction prompted a full redesign of the tower鈥檚 cladding system 鈥 replacing an approved unitized fa莽ade with a less expensive window wall system 鈥 while preserving the original architectural intent and keeping the project on schedule and within budget.

Turner鈥檚 self-perform operations team executed what the company described as its largest single concrete placement to date, pouring 5,300 cubic yards of concrete over two non-consecutive days using more than 530 truck deliveries in one of Portland鈥檚 busiest downtown corridors.

The project team also implemented a low-carbon concrete mix design that achieved a 39 percent reduction in embodied carbon emissions compared to baseline mixes, without added cost to the owner.

鈥淧ress Blocks represents what is possible when innovation, sustainability, and execution excellence come together in a single project,鈥 Patrick Coughlin, SPO executive at Turner Construction, said in the Top Projects nomination form.

On the safety front, Turner deployed its Building LIFE 鈥 Living Injury Free Everyday 鈥 framework, including a structured 鈥淔irst Hour鈥 program combining stretch-and-flex routines, all-hands communication, and collaborative pre-task planning. The team also used internal AI tools to develop job hazard analyses and toolbox talks.

Turner awarded 17 percent of project contracts to underutilized business enterprises, totaling more than $24 million in work.

The Plaza Building earned LEED Gold and the Byline Apartments received LEED Silver certifications. The project is located adjacent to the Providence Park MAX light rail station and includes ample secured bike storage.
