Home Forward has completed York Terrace Apartments, an 85-unit affordable housing development in Old Town Troutdale that serves seniors aging in place and families, including households with extremely low incomes.

The development at 227 S.W. Kendall Court encompasses 69,300 square feet across three wood-framed, walk-up buildings designed by MWA Architects and built by Bremik Construction. The project finished in December 2025. Building A includes 23 units, a community room, and staff offices. Buildings B and C provide 36 and 26 units, respectively.

The steeply sloped site presented significant geotechnical challenges. Crews from Bremik Construction and subcontractor Dark Horse Construction encountered boulders larger than anticipated during excavation 鈥� a consequence of the site鈥檚 location in the Columbia River Gorge鈥檚 geologically complex landscape, shaped by Ice Age floods and historic land-slides. Rather than removing the boulders entirely, the project team reallocated approximately 30 of them into the landscape design. Buildings were engineered to step with the hillside and function as retaining walls, reducing costs while keeping the architecture responsive to its terrain.

Troutdale鈥檚 notoriously high winds 鈥� funneled through the Gorge 鈥� required additional de-sign and construction measures. Perforated metal panels were installed at breezeways to prevent wind tunneling, and temporary wall systems protected interior spaces during winter construction before permanent doors and glazing were set.

The Earth Advantage Platinum-certified project incorporates solar photovoltaic panels funded by the Energy Trust of Oregon and the PGE Renewable Development Fund. Three dual-headed EV chargers are installed on site, with additional spaces wired as EV-ready. Stormwater planters manage runoff on site.

The project established a 30 percent COBID participation goal and achieved 42 percent. Twenty-three of the 50 subcontractors held COBID certification, and the team directed $14 million in contract value to minority-owned businesses.

Bremik Project Manager Iris O鈥橬eal led a partnership with Oregon Tradeswomen, which built and donated three Little Libraries and a community veggie-share pantry for residents.

The complex is named after York, the first African American man to reach the Pacific Coast of North America during the Lewis and Clark Expedition.

A focal point of the outdoor areas is a series of four Alebrije sculptures created by local artist Victor Trejo. Additional mural artwork by Damon Smith and Kyra Watkins enriches the gathering areas.
