A 137-unit affordable housing development in Portland鈥檚 Montavilla neighborhood is now home to formerly homeless individuals, immigrant families and low-income households, following the completion of Glisan Landing 鈥� a campus that combines two buildings, multiple service providers and a culinary job training program on a shared 1.65-acre site.
Developed through a partnership among Related Northwest, the Immigrant and Refugee Community Organization, Affordable Housing Access and Metro, the project consists of two buildings: Beacon, a four-story, 41-unit permanent supportive housing building for residents at or below 30 percent of Area Median Income, and Aldea, a four-story, 96-unit family building with units ranging from studios to four-bedroom apartments. The campus-style layout encourages connection through a shared breezeway, inner courtyard, community garden, and a mural created by a local artist. Both buildings include community rooms with kitchens, lounges and flexible gathering spaces.
Beacon houses Stone Soup PDX, a nonprofit culinary and barista training program with a commercial kitchen, training classroom and a caf茅 open to the public. A telehealth room supports medical and behavioral health appointments on-site.
Design was guided throughout by trauma-informed principles, with an iterative process shaped by early engagement with service providers and future residents. That input led to a site plan organized around a shared courtyard designed as a series of outdoor rooms, offering both active and restorative spaces.
Mobile inspection tools were used during daily construction walk-throughs to document site conditions and share updates in real time.
鈥淭he design and construction of Glisan Landing represent a thoughtful and visionary response to the urgent housing needs of working families and individuals transitioning from homelessness,鈥� said Ken Bello, project executive at LMC Construction, in the project submission form.
Building two structures simultaneously on a constrained urban site posed significant logistical challenges. LMC Construction implemented daily morning huddles, detailed sequencing plans and a project-specific safety program to manage shared access points, limit trade overlap and address traffic control along active sidewalks and transit routes.
Minority contracting participation was a priority. Aldea reached 31.88 percent DBE, SBE and WBE involvement, while Beacon achieved 40.21 percent.
Aldea and Beacon received recognition through the 2025 AIA Oregon Architecture Awards. The project is also identified as the ninth Metro Housing Bond development to open in Portland, helping the bond program exceed its goals for total units, family-sized housing and deeply affordable homes.
