A three-story mixed-use building at 7044 S.W. Gonzaga St. in Tigard now provides nine luxury two-bedroom apartments above a ground-floor counseling center serving first responders dealing with post-traumatic stress disorder. The project was a collaboration between a first-time developer and an experienced general contractor.
Boardwalk Place Apartments, completed in May 2025, was built by I&E Construction for owners Tracy and Stuart Sandor. The 11,055-square-foot, wood-framed structure on a concrete foundation was designed by Woodblock Architecture.
The commercial tenant, It鈥檚 Just Therapy Counseling Services, provides mental health support to police officers, SWAT team members, firefighters and 911 operators. The organization鈥檚 needs directly shaped the design of the ground-floor office space.
鈥淲e are providing nine families with a clean, modern, energy efficient and safe place to call home,鈥 Stuart Sandor said in the Top Projects submission form. 鈥淧lus, the office space is helping police, SWAT, fire and 911 operators manage the traumatic events that affect their home lives.鈥
A standout material choice was Nichiha Modern Siding, a fiber cement product selected in place of traditional wood cladding. The fire-retardant, fade-resistant material delivers the appearance of natural wood while reducing long-term maintenance demands 鈥 a practical consideration for a first-time developer. Vertical LED lighting at unit entries reinforces the building鈥檚 boardwalk-inspired design theme while improving visibility. EV charging infrastructure and an upgraded electrical system also were incorporated to meet evolving tenant needs.
Interior finishes exceed typical multifamily standards, featuring luxury vinyl tile flooring, cultured stone countertops with undermount sinks, wood-paneled accent walls and custom baseboard molding. Parking spaces were widened from the standard 8 feet to 10 feet to accommodate first responders鈥 trucks and provide residents extra room.
The project navigated an extended jurisdictional approvals process and funding delays early on, requiring flexible pre-construction planning. I&E Construction provided additional guidance and transparency to support the owner through the entitlement and construction process.
Jobsite safety protocols included daily briefings, weekly subcontractor coordination meetings, fall protection planning specific to upper-floor wood framing and ongoing OSHA compliance audits. The project was completed without major safety incidents.
Structural engineering was provided by KAEKO and civil engineering by Firwood Design Group.
