The City of Bend has completed a new 35.5-acre Public Works Campus, consolidating engineering, fleet, transportation, water services and other departments that had been scattered across the city into a single, centralized facility at 21051 N.E. Talus Place.
The 145,000-square-foot campus comprises three main buildings: a 45,500-square-foot, three-story administrative headquarters; a 65,000-square-foot operations building capable of storing 30 to 60 vehicles in temperature-controlled conditions; and a 28,600-square-foot fleet maintenance shop. The project was delivered through a progressive design-build partnership between Kirby Nagelhout Construction Co. and Hennebery Eddy Architects.

The campus was designed to achieve net zero energy performance, incorporating a 708-kilowatt photovoltaic array, a fully electrified HVAC system that eliminates fossil fuels from the site, and a microgrid controller capable of integrating utility power, emergency generation and a future battery backup system. The project is currently tracking for LEED Gold certification, aligning with Bend鈥檚 Community Climate Action Plan targets of reducing greenhouse gas emissions 40 percent by 2030.
Mass timber was used throughout all three structures, including cross-laminated timber in the headquarters and mass plywood panels on the operations and fleet maintenance buildings. The prefabricated material reduced labor costs and accelerated the construction schedule. Corten steel siding, incorporating perforated art panels designed by local artists, clads all buildings across the campus.
To manage risk on a complex, multi-contractor site, Kirby Nagelhout implemented 24-hour jobsite monitoring, companywide safety stand-down meetings and systematic photo documentation of site conditions using OpenSpace imaging technology.
Equity in contracting was a priority. More than 70 percent of project contracts went to local firms. The team actively assisted subcontractors in pursuing Certification Office for Business Inclusion and Diversity credentials, including mentoring Davis Painting through its Emerging Small Business certification. Apollo Mechanical Contractors also provided significant minority-, women- and emerging small business participation.
The campus was completed in November and was the first vertical construction project undertaken by the City of Bend in more than 20 years.
