A new affordable housing development in the rapidly redeveloping Tigard Triangle was completed on schedule and more than $2 million below its initial contract value, delivering 84,278 square feet of mixed-income residential space to a high-opportunity market where housing costs have long strained working families.
Dartmouth Crossing North, located at 6835 S.W. Clinton St., was developed through a co-developer partnership between REACH Community Development and Mercy Housing Northwest. Colas Construction served as the design-build contractor, with Bora Architecture & Interiors leading architectural and interior design.
The site presented significant technical challenges from the outset. Nearly 13 feet of elevation change across the parcel created complexity in grading, foundations, drainage, accessibility and vertical circulation. During earthwork, crews encountered car-sized boulders that threatened to derail the schedule. Rather than absorbing delays, the project team re-sequenced work and implemented real-time solutions that preserved design intent and kept the project on track, ultimately achieving $2.72 million in savings.

The project incorporates Heat Recovery Ventilation systems to improve indoor air quality and reduce energy consumption, along with a photovoltaic solar array designed to offset operating costs and support long-term affordability for residents and ownership.
Safety was a priority throughout construction. Project-specific safety plans, regular coordination meetings, hazard identification protocols and ongoing audits conducted through OSHA and Procore supported a zero-recordable-injury outcome across all trades.
The project established a 30 percent minority contracting participation goal and exceeded it, achieving more than 37 percent participation from MWESB firms. Certified contractors contributed across electrical, finish carpentry, landscaping, building envelope and other construction scopes.
The development offers one-, two- and three-bedroom homes, all at 60 percent of Area Median Income. On-site resident services will be delivered in partnership with the African Youth & Community Organization, providing culturally responsive programming focused on education, advocacy and community connection.
Financing came from a layered public-private structure including the City of Tigard, Oregon Housing and Community Services, U.S. Bank, Citibank, the Renewable Development Fund, Washington County HPOF and HOME Funds, and the Energy Trust of Oregon.
Dartmouth Crossing North is the first phase of a larger multi-block development planned for the site.
