Mandatory or Not?

We were more than a little confused when entering the pre-bid information for the 鈥淕ateways High School Parking Lot Renovation鈥� project.
The pre-bid information states 鈥淎 Non-Mandatory pre-bid conference has been scheduled for 9:00 AM on Tuesday, July 7, 2009 at Gateway High School, 665 Main Street, Springfield, Oregon. Attendance at the pre-bid conference is a Non-Mandatory Requirement of Bidding on this project.鈥� Non-mandatory Requirement? Are bidders required to NOT attend or required TO attend???
It sounded like a mandatory pre-bid to us, so I called the project contact just to be sure. I was told that it is NOT mandatory, but it is 鈥渟trongly advised鈥� that bidders attend. So if you are planning on bidding the project but weren鈥檛 sure about the pre-bid, now you know you don鈥檛 have to attend, but on second-thought鈥�
