The city of Woodburn Engineering Department intends to recommend an award to John Rice Excavating in the amount of $44,109 for the Hardcastle Street Storm Culvert Improvement project at the next Council meeting scheduled for Sept. 14.

John Rice Excavating was found to be the lowest responsive bidder after A-Affordable was deemed non-responsive because it failed to provide a signed acknowledgment of Addendum #1 and for not providing their offer on the Addendum proposal as required. A-Affordable made a bid of $42,165.68 and would have been the lowest bidder if it had completed all proposal documents for the project correctly and fully as required.

The city of Woodburn received bids for the Hardcastle Street project on Aug. 25 at 2 p.m. Work includes the installation of storm drain pipe, a storm drain manhole, curb, concrete sidewalk, traffic control and other work. The engineer’s estimate for the project is $47,566.
