Bellingham Housing Authority is a local government agency that serves the residents of Bellingham, Wash., and the surrounding areas of Whatcom County. BHA was awarded a 2009 Capital Fund Recovery Competition grant by the federal Department of Housing and Urban Development to perform energy-related improvements to mechanical and envelope systems for three of its high-rise buildings in Bellingham.

Originally constructed in the late 1960s and remodeled in the years since, Lincoln Square, Washington Square and Chuckanut Square provide housing for low-income disabled and elderly occupants. These buildings have been selected for energy upgrades due to their age and maturity of mechanical and envelope systems.

BHA intends to hire a general contractor from a pool of qualified contractors to perform both pre-construction and construction services, and to work with the design team to achieve the program goals within the stipulated budget.

The total construction budget available for this project, including the pre-construction and construction phases for all three buildings, as well as all local, state and federal taxes, is estimated to be $7 million.
