Apprentice Electrician Janet Shannon with Tice Electric tightens down a mast arm for a stop light while a crew from the Portland Water Bureau puts in a new water main on East Couch Street. The work is a part of the East Burnside-Couch Couplet project for the Portland Bureau of Transportation. The project calls for Northeast Couch Street westbound to become two lanes and East Burnside Street to become three lanes eastbound. The couplet that runs from Northeast Third Avenue to Northeast 14th Avenue is designed to serve as a catalyst for the Central Eastside Urban Renewal Area and as an infrastructure improvement for the Burnside Bridgehead Project. General contractor Nutter Corporation is in charge of the project that should be completed by the end of 2010.
