The Sellwood Bridge is an important connection for several Southeast Portland communities, suburban Clackamas County, downtown Portland, Lake Oswego and Washington County. Approximately 30,000 vehicles and 1,300 trucks travel across the bridge each day.

The 84-year-old, two-lane bridge has been experiencing deterioration in the reinforced concrete deck girder approach spans and the concrete deck over the steel truss. As a result, Multnomah County in 2005 posted a new load restriction of 10 tons. The sufficiency rating is 2 (out of 100 possible points). The county has conducted a physical condition inspection, structural analysis, and repair alternatives analysis.

Multnomah County is seeking a consultant to provide high-level leadership and project management services as the owner’s representative for the construction of a new bridge. The project will likely exceed $300 million in scope, will have multiple and complex funding sources, and will serve community members for decades to come.

The county intends to use the Construction Manager/General Contractor delivery method. Given the magnitude of this project, the county is seeking an owner’s representative with the skills and experience to shepherd this project through completion, on time, on budget, and in the most effective manner possible.

The proposal evaluation process will begin on May 13, oral evaluations will take place on June 8, and then the county will mail written notice to proposers regarding their status/score.
