PROJECT DESCRIPTION: Construction crews are building The Loft, a and headquarters for Ukandu in Portland’s neighborhood. The 40-year-old nonprofit will provide free, year-round support for people impacted by a childhood cancer diagnosis — patients, survivors, siblings and caregivers.

Trauma-informed design was used to create space for inclusive programming and on-site mental health services. The center will offer warm, welcoming spaces where families can come together, as well as unique spaces for teens and caregivers. Amenities will include an active space with an obstacle course, a two-story climbing wall, and a sports simulator bay with golf, baseball, archery and zombie dodgeball; a lounge and sanctuary for caregivers; an arts and crafts room; a multimedia room featuring music and games; a reflection room (an immersive digital environment for celebrating and honoring the lives of loved ones); and an outdoor patio with a firepit, stage and movie screen.

Solar power, LED lighting, low toxicity paint, and high-efficiency appliances are being used for the building.

Pacific Bank was instrumental in helping the owner acquire the building. Construction is being self-financed. Grants were provided by the M.J. Murdock Charitable Trust ($300,000) and the Marie Lamfrom Charitable Foundation ($100,000).

PROJECT DESCRIPTION: Construction is under way on the three-story, 49,174-square-foot Trinity Place workforce housing development in Sisters. This will be Northwest Housing Alternatives’ second affordable housing complex in Central Oregon, joining Quimby Street Apartments in Bend.

Trinity Place will hold 40 apartments with one, two or three bedrooms. Amenities will include a community room, an outdoor seating and barbecue area, a playground, indoor bike storage space, on-site laundry facilities, and private meeting space. Property management and resident services will have offices on-site.

Energy efficient and renewable building systems will include Packaged Terminal Heat Pumps (PTHPs), Energy Recovery Ventilators (ERVs), a high-performance building envelope, and a solar array and backup battery power system. The project team will seek National Green Building Standard gold certification.

For Trinity Place, NHA is using 501(c)(3) nonprofit bonds for the first time, allowing broader income ranges and more flexible terms for tenants. The bonds were offered at an AA- investment-grade rating provided by Standard & Poor’s. The development is planned for people earning between 50 percent and 80 percent of the area median income. Local partnerships helped shape the project to serve families with school-age children and people employed by businesses in agriculture, forestry or ranching.

It is slightly southeast of 72Foster, another affordable housing development that opened in 2019. The 64-unit 73Foster will serve people living with physical and intellectual disabilities, as well as other low-income households.

Twenty-two units will be for people earning zero to 30 percent of the area median income. Community Vision, a nonprofit that helps people with disabilities live independently, will provide wrap-around services. The remaining 42 units will be for households earning 31-60 percent of the area median income. There will be 17 studios, 18 one-bedroom units, 14 two-bedroom units and 15 three-bedroom units.

Amenities will include a community room, laundry facilities on each floor, solar panels, an outdoor courtyard, a food pantry, and in-unit air conditioning. The project team is targeting Earth Advantage platinum certification.

The design features secure waiting areas in the lobby and a double-entrance vestibule for transit-dependent riders or those waiting to be picked up. Also, a loading space along Southeast Foster Road will aid disabled residents. Kelsey inclusive design standards are being followed, and the project team will seek Kelsey certification for enhanced accessibility and mobility.

More than 30 percent of construction contracts will be awarded to COBID-certified firms, including approximately 16 percent to minority business enterprises.

PROJECT DESCRIPTION: This three-building development, in the Hillsdale neighborhood, will hold 149 affordable units and one unrestricted manager’s unit. The Housing Bureau awarded $18.56 million in Metro bond funding to Innovative Housing Inc. to develop the project.

Apartments will have one to four bedrooms and be regulated for households earning up to 30 percent, 40 percent, 45 percent or 60 percent of the area median income. Project-based Section 8 vouchers will be provided to 38 extremely low-income households.

The largest building will include a laundry room on each floor; two smaller buildings will offer laundry machines inside units. There will be a large, central courtyard and a children’s play area. Amenity rooms will be able to accommodate small group gatherings, and two large community rooms will serve a regular after-school program as well as other on-site programming. An array of service organizations will partner with Innovative Housing to provide on-site programming and assist with community outreach and engagement.

The team is using $1.74 million from the Portland Clean Energy Community Benefits Fund to pay for high-efficiency heating and cooling systems and appliances. A solar array will offset utility costs.

The project is expected to be completed in late 2027.

PROJECT DESCRIPTION: Serán Bioscience LLC, in collaboration with Mortenson, is creating a CGMP (Current Good Manufacturing Process) facility in Bend. Slated to open in fall 2027, it will be the third building and centerpiece of Serán’s new 100,000-square-foot commercial campus.

The team is employing a progressive design-build approach for the project. A topping-out ceremony for the new building was held earlier this month, marking the transition from structural work to interior build-out. Approximately four acres of the 14-acre campus are being used, allowing room for future development.

The latest building marks a milestone in Serán’s mission to provide fully integrated support, including preclinical services, clinical trial product manufacturing, and commercial-scale production of modern therapeutics. Last fall, Serán completed two new warehouse and light manufacturing buildings totaling 50,000 square feet. These spaces support critical materials handling, packaging, labeling and logistics functions.

The commercial site will operate as an extension of the company’s 90,000-square-foot clinical development and manufacturing campus nearby.

The development will serve nontraditional students, including single parents and adults exiting foster care. Units will be restricted to people earning 30 percent to 60 percent of the area median income.

The four-story building will include 33 studios, 28 one-bedroom units, 47 two-bedroom units, and 16 three-bedroom units. Amenities will include on-site parking, bike storage and parking, a community room, laundry facilities, an on-site management office, resident services, and a landscaped courtyard and play area.

The building’s exterior will feature light-toned brick and green-hued board-and-batten siding. Several mature trees on the project site will be preserved.

The building will have all-electric systems, heat-pump water heating and heat-pump space conditioning, highly filtered air ventilation, exterior insulation, and rooftop solar panels. A battery backup system will keep energy use low and protect residents from impacts of heat waves, ice storms and wildfires. The project team is pursuing Earth Advantage platinum certification, the U.S. Department of Energy’s new Zero Energy Ready Home standard, and some Passive House standards.

The Portland Clean Energy Community Benefits Fund, Energy Trust of Oregon and Energy Star contributed funding.

The building will hold 14 one-bedroom units, 11 two-bedroom units, and 15 three-bedroom units. Five units will be regulated for households earning up to 30 percent of the area median income (AMI). All other units will be for households earning up to 60 percent of AMI. Amenities will include two courtyards, a community garden, a play area, a community room and kitchen, a secure mail and package room, management and resident services offices, and on-site parking.

Outreach is being made to Asian and Pacific Islander households. APANO (Asian Pacific American Network of Oregon) will provide culturally specific services for residents.

The project is designed to Earth Advantage silver standards and Portland Housing Bureau green building standards. There will be a full solar array and battery backup system, heat-pump water heaters, a high-efficiency HVAC system, and an enhanced building envelope and insulation.

Near the site, residents will be able to access TriMet’s MAX green line and bus service.

Financial contributors to the project include Oregon Housing & Community Services, Banner Bank, Network for Oregon Affordable Housing, Portland Housing Bureau, Metro, Multnomah County, Portland Clean Energy Fund, and Energy Trust of Oregon.

PROJECT DESCRIPTION: Jackstraw will be a residential and retail community on a 4.7-acre site at the corner of Industrial Way and Lava Road in Bend’s Southern Crossing neighborhood.

The development will include 313 apartments and townhomes, along with 18,000 square feet of ground-floor retail space. It will be the first Leadership in Energy and Environmental Design platinum-rated multifamily development in Bend, with net zero ready design, pollinator-friendly landscaping, and all-electric building systems. The development is on track to achieve Fitwel certification. As part of an ecological commitment, the site hosts multiple active beehives.

Retail tenants include The Way West, a Western-inspired bar with a fresh-cut deli and provisions counter (a collaboration of Bend Brewing Company and Sisters Meat & Smokehouse), as well as Drybar, Sisters Coffee Company, and other regional brands.

Resident-focused amenities will include storage space for bikes and oversize recreational equipment, parking, landscaped podium gardens and courtyards, a fitness center, a rooftop lounge with views of the Cascade Range, resident lounge, coworking areas, and a terrace overlooking Lava Road and the Box Factory.

A dedicated pedestrian plaza will sit at the site’s southwest edge, just south of Lava Pass – a shared, multimodal street designed for low-speed traffic and community events. The plaza will feature “Fossils of the Future” – a site-specific public art installation by West Coast artist E. Tyler Brown.

PROJECT DESCRIPTION: The Julia West House will be a 12-story building with 60 studios, 30 one-bedroom units, amenities and services. Apartments will be for houseless seniors and Black, Indigenous and People of Color individuals earning up to 30 percent of the area median income.

Upon completion, Julia West House is anticipated to be the tallest mass-timber building in Oregon, according to Community Development Partners’ website. Inside, wood ceilings and glulam columns will be exposed, contributing to a warm material palette inspired by Pacific Northwest ecology. Ample natural light will create a calm and comfortable living experience. A shade canopy on the ground floor and an overhang on the roof deck will provide sun protection.

Resident amenities will include a lounge, a community room, a communal kitchen, a rooftop patio, laundry facilities, and secure bike parking. The building is designed for National Green Building Standard and Energy Star certifications.

A big project challenge, Walsh Construction noted, was building on a very tight urban site of only 5,000 square feet. At the peak of construction, 121 workers were involved.

CDP purchased the site from First Presbyterian Church. Funding for the project included a combination of public and private sources, including a 4 percent Low-Income Housing Tax Credit allocation with equity investment by Aegon, a USDA Wood Innovations grant, a Portland Clean Energy Community Benefits Fund grant, and rental assistance from Oregon Housing and Community Services.
