PROJECT DESCRIPTION: Legin Commons, a 124-unit affordable housing development, is being constructed on land leased from Portland Community College at its Southeast campus. The development will serve nontraditional students, including single parents and adults exiting foster care. Units will be restricted to people earning 30 percent to 60 percent of the area median income.
The four-story building will include 33 studios, 28 one-bedroom units, 47 two-bedroom units, and 16 three-bedroom units. Amenities will include on-site parking, bike storage and parking, a community room, laundry facilities, an on-site management office, resident services, and a landscaped courtyard and play area.
The building鈥檚 exterior will feature light-toned brick and green-hued board-and-batten siding. Several mature trees on the project site will be preserved.
The building will have all-electric systems, heat-pump water heating and heat-pump space conditioning, highly filtered air ventilation, exterior insulation, and rooftop solar panels. A battery backup system will keep energy use low and protect residents from impacts of heat waves, ice storms and wildfires. The project team is pursuing Earth Advantage platinum certification, the U.S. Department of Energy鈥檚 new Zero Energy Ready Home standard, and some Passive House standards.
The Portland Clean Energy Community Benefits Fund, Energy Trust of Oregon and Energy Star contributed funding.
