PROJECT DESCRIPTION: 73Foster is an affordable housing development located along TriMet鈥檚 14-Hawthorne/Foster bus line. It is slightly southeast of 72Foster, another affordable housing development that opened in 2019.聽The 64-unit 73Foster will serve people living with physical and intellectual disabilities, as well as other low-income households.

Twenty-two units will be for people earning zero to 30 percent of the area median income. Community Vision, a nonprofit that helps people with disabilities live independently, will provide wrap-around services. The remaining 42 units will be for households earning 31-60 percent of the area聽median income. There will be 17 studios, 18 one-bedroom units, 14 two-bedroom units and 15 three-bedroom units.

Amenities will include a community room, laundry facilities on each floor, solar panels, an outdoor courtyard, a food pantry, and in-unit air conditioning. The project team is targeting Earth Advantage platinum certification.

The design features聽secure waiting areas in the lobby and a double-entrance vestibule for transit-dependent riders or those waiting to be picked up. Also, a loading space along Southeast Foster Road will aid disabled residents. Kelsey inclusive design standards are being followed, and the project team will seek Kelsey certification for enhanced accessibility and mobility.

More than 30 percent of construction contracts will be awarded to COBID-certified firms, including approximately 16 percent to minority business enterprises.
