Each year, the 91视频 editorial staff compiles a list of the contractors, engineers and architects that are shaping skylines and redefining the industry through their outstanding work. This year’s Power Lists features 20 companies that are leading the AEC industry into 2023 (in no particular order).

GBD Architects

GBD Architects is behind some of Portland’s most recent mega-projects. Highlights include Block 216, a 35-story giant rising out of the city’s downtown; the eight-acre RiverPlace master plan development near the South Waterfront District; and the 30-story RiverPlace tower. The firm’s most recent large-scale work is a proposed 22-story tower in the Pearl District.

Andersen Construction

Andersen Construction has served as the contractor for several of Portland’s recent tall multifamily developments. Projects include Alta Art Tower, a 21-story, 314-unit mixed-use tower; the Sutton (previously 鈥淔remont Place鈥�), a 17-story apartment building; and the Alamo Manhattan Blocks that include a 23-story mixed-use tower and a six-story mixed-use building.

LEVER Architecture

LEVER Architecture is one of Portland’s leading architecture firms in mass timber with projects such as Albina Yard and Redfox Commons. Now it is turning this early innovation into a maturing excellence. The firm hit a significant milestone in 2022 when Portland’s Design Commission approved Sandy Pine, a planned 12-story mass-timber tower. If built, Sandy Pine will be the city’s tallest timber development.

ZGF Architects

As the largest architecture firm in Portland, ZGF Architects has taken on some of the city’s most high-profile projects. Recent highlights include the ongoing $1.95 billion Portland International Airport Main Terminal Core project that features a nine-acre timber roof as well as the PAE Living Building 鈥� poised to be the world’s largest commercial living building.

Carleton Hart Architecture

Carleton Hart Architecture is one of Portland’s most prominent firms for designing affordable housing developments. It is a cornerstone of the firm’s mission-driven focus. Projects in recent years have included Nesika Illahee, Mamook Tokatee and Red Rock Creek Commons. One of the firm’s most recent endeavors consists of the complete renovation of the Joyce Hotel in downtown Portland into permanent supportive housing.

PAE Engineers

PAE Engineers is the 鈥渂rain鈥� behind the recently completed PAE Living Building, which is slated to be the world’s largest living commercial building. Sustainable systems designed by PAE allow the four-story building in Portland to be primarily independent of any city systems. PAE also provided mechanical, electrical, fire protection and technology system design and engineering for the University of Oregon’s modernized Hayward Field, which recently hosted the World Track and Field Championships.

KPFF

KPFF is the engineering firm behind some of Oregon’s largest commercial projects 鈥� and more. Work includes Block 216, Oregon State University’s Gladys Valley Marine Studies Building (91视频 Project of the Year 2021), Portland International Airport’s (PDX) Concourse E extension, and the PAE Living Building.

Howard S. Wright

Howard S. Wright is the general contractor behind the largest building in Portland since the U.S. Bancorp Tower 鈥� Block 216. At 844,117 square feet, the project will likely become the largest Portland building of its era. It will house 158,000 square feet of office space, a five-star Ritz-Carlton hotel with 215 rooms, and 138 residences.

Walsh 颁辞苍蝉迟谤耻肠迟颈辞苍听

Walsh Construction is the general contractor for many sustainable and complex projects and myriad affordable housing developments. The contractor recently constructed the four-story PAE Living Building, which required that every item be thoroughly researched and approved against a list containing the 鈥渨orst in class鈥� materials, chemicals and elements concerning human health and the ecosystem. More than 2,700 materials were vetted for the project.

LMC Construction听

Affordable housing has become a cornerstone of the Portland-metro development market. Many general contractors tackle such projects, but LMC Construction is behind most. More than two-thirds of the contractors’ work is building affordable homes. Projects include Red Rock Creek Commons, Nesika Illahee and Cathedral Village Apartments.

Hoffman Skanska JV

Hoffman-Skanska is the joint venture contractor formed to partly undertake the $2 billion modernization of Portland International Airport. At the heart of this endeavor is the $1.95 billion main terminal project that involves a new nine-acre, mostly cross-laminated-timber roof structure. The entire roof will weigh about 18 million pounds. A self-propelled modular transporter capable of carrying a submarine is being used to move each section into position. Officials anticipate the roof being fully installed soon and the entire terminal updated in 2025.

Kiewit

Kiewit Corp. is known for tackling projects that would be described as large, massive, and complex. All three terms represent the general contractor’s current undertaking with the Abernethy Bridge project that spans the Willamette River. The venture involves drilling more than 200 feet into the earth below the water to place new bridge foundations capable of withstanding a significant seismic event. It is the first major interstate freeway construction project in Oregon in nearly 45 years.

TVA Architects

TVA Architects is one of Oregon’s most high-profile firms, and few others have placed as large a stamp on the state. Projects include Park Avenue West, Fox Tower, and the University of Oregon’s basketball palace 鈥� Matthew Knight Arena. Most recently, the firm designed the Sutton (previously called 鈥淔remont Tower鈥�) 鈥� a 17-story residential tower under construction on the banks of the Willamette River.

R&H Construction

R&H Construction is building some of Portland’s largest multifamily developments. Projects include Freewell, Saltwood South and Tiller Terrace 鈥� a six-story, a 214-unit development in the Goose Hollow neighborhood. Recently, R&H broke ground on Splash Apartments 鈥� the first phase of the five-acre Pop Blocks development.

David Evans Enterprises

Oregon’s largest engineering firm, David Evans and Associates, has worked on a wide range of notable projects in the state. Recent highlights include the Newberg-Dundee Bypass, in which the firm designed two new bridges and seven support structures. DEA’s work on the Oneonta Tunnel rehabilitation project also earned . The 2017 Eagle Creek Fire severely damaged the tunnel and rendered it unusable until DEA’s work allowed it to reopen in spring 2021.

Harper Houf Peterson Righellis

Regarding transportation infrastructure improvements in Oregon, Harper Houf Peterson Righellis is one of the key players. The firm is behind the Clackamas Regional Center improvements, which involved widening a bridge that spans Interstate 205 at Sunnyside Road, as well as the Willamette Falls Drive streetscape improvements project that topped the transportation category for the 2022 ACEC Oregon Engineering Excellence Awards.

听Mortenson听

Mortenson is a general contractor with a long reputation in Oregon for building challenging and unique projects. Recently, the contractor has undertaken a significant renovation of the Multnomah County Behavioral Health Resource Center 鈥� a 116-year-old building in downtown Portland.

SERA Architects

SERA Architects has worked on some of Portland’s largest multifamily developments in recent years. Projects include Freewell, the Saltwoods, Tiller Terrace and more. Most recently, SERA drew up Slabtown Savier, a two-building multifamily project under construction in Northwest Portland.

BORA Architects

BORA Architects is behind several notable projects in Oregon, including the Cosmopolitan 鈥� a 28-story residential tower in Portland’s Pearl District and the Phil and Penny Knight Campus for Accelerating Scientific Impact on the University of Oregon’s Eugene campus. One of the firm’s most recent undertakings is the modernization of Lincoln High School in Portland; It is one of the first high-rise schools west of the Mississippi River.

Swinerton听

Swinerton is a leading general contractor for mass-timber innovation in Oregon. Recent projects include the Wingspan Event and Conference Center in Hillsboro, Steeplejack Brewing in Portland, and Oregon State University-Cascades’ Edward J. Ray Hall in Bend.

Clarification: An earlier version of this story implied an incorrect association for Swinerton to the Beaverton Public Safety Center project. Swinerton was the mass-timber subcontractor for the project.

POWER LIST: GENERAL CONTRACTORS

The University of Oregon campus has been a locus of activity for Hoffman.

Hayward Field reopened in the spring after a nearly three-year overhaul that cost an estimated $270 million (according to a Wall Street Journal report) and was funded by private donors.

Hoffman also completed the first phase of the university’s new Knight Campus for Accelerating Scientific Impact in December 2020. A 160,000-square-foot building is the development’s anchor.

Currently, Hoffman is building in Goose Hollow the new Lincoln High School 鈥� a project valued at more than $200 million. The firm is also the general contractor for the Portland Water Bureau’s multiyear Washington Park Reservoir project, which is expected to produce a new 12.4 million-gallon reservoir in 2024.

鈥淲e bring big company resources with a small-company feel,鈥� said Dan Drinkward, vice president of Hoffman Construction. 鈥淲e’re based here, the decision-makers are here, and we’re a flat organization where every project has an owner of the company that is empowered to make decisions engaged directly in the project.

鈥淪o we can bring in the resources that are similar to some of the large, national firms, but we’re very local.鈥�

Drinkward said he expects data center and manufacturing projects and major public projects to continue to provide work into next year. As other contractors have experienced, labor supply has been an ongoing obstacle, he said.

POWER LIST: GENERAL CONTRACTORS

If you look across Portland’s skyline, Andersen Construction probably had a hand in making it. The company has been around since the 1950s and in recent years has built notable fixtures such as the Cosmopolitan on the Park, Vista Pearl and Yard.

Now, the general contractor is taking on the Alamo Manhattan Blocks in the South Waterfront District. The first development there, Block 40, an eight-story apartment building, will wrap up in December, but the stars of the show are still to come. Ground recently was broken on Block 41, a 21-story (almost 500,000 square feet) apartment tower, and Block 42, a 225-unit mid-rise apartment building. At the peak of construction, the four-block site will be occupied by upwards of 450 to 500 workers.

While the high-rises might gain Andersen Construction more attention, its work extends beyond the clouds. The general contractor is working on a $260 million, 380,000-square-foot addition to the Asante Rogue Regional Medical Center in Medford and just wrapped up a 330,000-square-foot expansion at Legacy Emanuel Medical Center in North Portland. The firm also recently broke ground on the $230 million Benson Polytechnic High School modernization. As a highly ambitious project for Portland Public Schools, Vice President Brian Knudsen said it stands out for Andersen Construction right now. Work will entail not only updating the century-old building, but also preserving its historical elements.

These days, the general contractor is building an $88.9 million, 386,000-square-foot data center for Flexential in Hillsboro. Roughly 130 crew members are on the project site daily working to create one building 鈥� one phase at a time. Skanska USA Building General Manager Tim Johnson said the challenge has been dealing with material availability, an industry-wide dilemma. After each section of the data center is complete, it’s turned over to the owners, meaning a 鈥渕assive鈥� amount of electrical has to go inside in a short time frame, he added.

In Vancouver, Washington, the contractor has so far avoided possible material-related delays while erecting the new $156.6 million Mountain View High School building. All critical materials that could have become an issue were purchased early, Johnson said. As a result, construction of the 276,000-square-foot facility is on track to finish by next summer.

Enduring client relationships have enabled Swinerton to thrive, said Bobby Jennings, division manager in Portland for the San Francisco-based company.
鈥淲e’re not a one-and-done type contractor,鈥� he said.

Swinerton’s Portland office adopted cross-laminated timber early and often, using the environmentally friendly material in several different projects.
The Wingspan Event & Conference Center is among the Portland-metro area’s most significant new suburban structures, finally giving Washington County a showcase civic space. A hybrid steel and mass-timber design was used for the 90,000-square-foot building, which has what Jennings called a 鈥渟pectacular cantilever鈥� that soars past the building envelope.

Another recent Swinerton mass-timber project (it also has concrete tilt panels) was the Hidden Creek Community Center for the city of Hillsboro. Work finished in spring 2021.

Using mass timber on many projects gives Swinerton a competitive advantage amid sharply rising steel prices, Jennings said.

鈥淩eally, we found a pinch point in the supply chain and we’re capitalizing on it,鈥� he said.

Swinerton also completed the 1-million-plus-square-foot Ilani Casino parking garage, which has more than 2,700 spaces.

Looking ahead, Swinerton is involved in preconstruction work for two Multnomah County library renovations that will expand services in east Portland, and an expansion and renovation of the Rose Haven Day Shelter for Women and Children in Northwest Portland.

Complex, complex, logistical, and complex are the projects currently under JE Dunn’s belt. In November, the general contractor expects to wrap up what Darin Stegemoller, senior vice president of the Northwest Division, called one of most (if not the absolute) complex projects the company has undertaken 鈥� the Parking Additions and Consolidated Rental Car facility, or PACR. The new six-level, 1.65 million-square-foot parking structure now serves the Port of Portland at Portland International Airport. But it’s also coupled with a new 90,000-square-foot building that houses critical airport operations and rental car facility offices.

Construction of the 鈥渂east鈥� of a project has involved: building an underground tunnel with a duct bank holding the airport’s fiber-optic cables going through the middle of it, rerouting traffic and nearly 1,600 lineal feet of utility piping, and incorporating seismic resiliency to the building and the parking structure. The entire project’s estimated contract amount so far has been $310 million.

Closer to Portland’s center, JE Dunn is working on a site that never sleeps. TriMet’s 180,000-square-foot bus maintenance facility off of Powell Boulevard serves a fleet of over 300 buses and operates 24/7. Construction crews are working under an intense logistics structure 鈥� from the detailed, phased construction schedule to the coordination of all shipments and movements of construction equipment 鈥� to ensure the facility experiences no operational interruptions. The estimated $136 million project will provide improved lifts, fueling and maintenance equipment, as well as infrastructure to support a future electric bus fleet.

POWER LIST: GENERAL CONTRACTORS

Turner Construction is one of the largest general contractors in the United States. In 2020, the firm’s revenues exceeded $14 billion. While headquartered in New York, Turner has roots in Portland that run deep. Its office has performed some of the city’s greatest hits, such as the U.S. Bancorp Tower and plaza as well as the recent $60.75 million expansion of Providence Park.

Turner’s scale allows the firm to provide a local office a level of resources that is unparalleled, according to Business Development Manager Eddie La Berge. Currently, Turner is working on the $235 million expansion of Salem Hospital, which will gain 150 beds. The project is complicated, La Berge said, because it’s a seven-story addition in the middle of a hospital complex and work is taking place during the COVID-19 pandemic.

In Portland’s West End, passersby can see curtain wall being constructed for a new 24-story tower not far from Block 216. 11W, led by Turner, will reach approximately 300 feet and have 222 market-rate apartments as well as 100,000 square feet of office space.

The general contractor has also worked on several expansion projects with mass-timber elements at the Adidas campus. Those include the five-story, 172,000-square-foot North Building with a unique hybrid (concrete and wood) structural system as well as the three-story, 31,000-square-foot South Building with all mass timber. In 2020, the three-story glazed structure looking out over the company’s famous 鈥淪uper Star鈥� shoe sculpture won in the office (new construction) category for TopProjects.

R&H Construction has forged ahead with a series of multifamily and mixed-use projects that showcase quality and social goals.

The Portland-based contractor recently completed The Canyons for Kaiser + Path, using cross-laminated timber in the six-story mixed-use building that provides 70 apartments intended for seniors. The project also has an unusual alleyway retail component.

For First Federal Savings & Loan in McMinnville, R&H built a 35,000-square-foot headquarters 鈥� with offices and banking operations 鈥� in a design-build project.

In Happy Valley, R&H is currently building The Springs Living, a 210-unit senior residential facility.

The contractor is also chugging away on multifamily projects including Saltwood South, which will bring 177 apartments to the Slabtown area of Northwest Portland this fall in a six-story, half-block package. Another one is Central Lofts, a four-story, cross-laminated timber building in St. Johns that will provide 30 apartments.

Another R&H project, DePaul Treatment Center (now operating as Fora Health), has attracted support from politicians such as Oregon House Speaker Tina Kotek and Portland Mayor Ted Wheeler. The 53,000-square-foot facility features a gabled roofline as well as a tall and airy reception area.

Mortenson has long staked a reputation for building challenging and unique projects.

Locally, the firm’s Portland office recently completed a rebuild of acoustic systems at Arlene Schnitzer Concert Hall. Mortenson is also at work in downtown Portland on the Multnomah County Behavioral Health Resource Center; it’s a major renovation of a 116-year-old building to provide a homeless shelter and related services.

Mortenson will tackle another project with unusual sensitivities in summer 2022. The University of Oregon is renovating Huestis Hall, which houses biology programs. Mortenson will have to take care to avoid disturbing zebrafish that are used for studies; the fish are known to be sensitive to construction vibrations.

鈥淲hen projects are uniquely challenging, whether it’s high design or fast track, that’s where we’ve got a resum茅 of very successful projects across the country,鈥� said Dan Mehls, vice president and general manager in Portland. 鈥淲e gravitate toward those types of projects.鈥�

A recent projects completed by Mortenson is the Hyatt Regency at the Oregon Convention Center. The 600-room hotel was finished shortly before COVID-related shutdowns occurred last spring.

At Hillsboro’s massive Reed’s Crossing development, Mortenson is building a 118,000-square-foot wellness center for Providence. Wind farms are another area of work for Mortenson, with two projects under way in the Columbia Gorge.

Mortenson is also a developer, and its national scale and resources enable the company to finance projects, buy land and structure deals.

Hoffman-Skanska is the joint venture contractor formed for one massive project 鈥� the modernization of Portland International Airport.

The $2 billion PDX Next project is really a series of projects. The joint venture entity is responsible for a major renovation and expansion of the airport terminal. The airport is also getting a huge new roof structure made largely of cross-laminated timber that will give the terminal a unique look reflecting its Pacific Northwest provenance.

The $1.5 billion main terminal project will involve placement of 20 massive roof modules via a self-propelled modular transporter. The roof will be supported by 1,000 tons of steel and 2.5 million board feet of timber.

Crews will have to knit together PDX’s terminal, which grew haphazardly from five different structures that were built at different times. The old roof will be demolished in phases as the new roof is constructed and waterproofed.

Through it all, Portland-based Hoffman Construction Co. and the local office of Skanska USA Building, a national contractor based in New Jersey, have to meld their processes, personnel and cultures to achieve a common goal. Completion is expected to occur in 2025.

Work is well under way, but the only reason Hoffman-Skanska isn’t higher on this list is that the major moves on the project lie ahead.
