Northwest 23rd Avenue from West Burnside to Northwest Lovejoy Street is being upgraded. The project includes excavating the existing travel lanes and trolley tracks, reconstructing the roadway base, and repaving the surface. The project will also install curb ramps on corners where they are needed and rebuild existing ones to meet new Americans with Disabilities Act standards. Pedestrian crossing improvements with new curb extensions are planned at Northwest Westover Street, at Northwest Johnson Street and at Northwest Kearney Street. New underground sewer mains are also being installed. Westech Construction is the general contractor on the project for the city of Portland.
