PROJECT DESCRIPTION: Mill Park now boasts a number of amenities. The six-acre space includes a state-of-the-art playground and splash pad; a community garden where neighbors can grow produce; Portland鈥檚 first chinlone court for the sport in which players pass a wicker ball using only their heads and feet; a Portland Loo restroom; a fitness area; paved paths; a central promenade/gathering area; and public art. Continuous sidewalks now connect the park, Mill Park Elementary School, and Southeast 122nd Avenue.聽A few finishing touches 鈥� including a picnic shelter 鈥� are scheduled for completion this spring.

Many mature trees were preserved, and 74 others were planted. Also, a new irrigation system was installed to support the growth of new trees, shrubs, and lawns.

Including Raimore Construction as construction manager/general contractor, 94 percent of the total construction contract was awarded to COBID-certified firms. And including Mayer/Reed as the prime consultant, 98 percent of the design contract was awarded to COBID-certified firms. Alex Chiu, a Portland artist and Mill Park neighborhood resident, created the park鈥檚 public art.

The park鈥檚 redesign reflects the diverse needs of its surrounding neighborhoods, according to a PP&R news release. Seventy-eight percent of area residents identify as people of color or Native/Indigenous, and 44 percent are English-as-second-language learners. Also, the site is adjacent to Mill Park Elementary, which serves 508 students 鈥� and approximately 85 percent of them qualify for free or reduced-price lunch.

The park鈥檚 transformation was a collaborative effort involving PP&R, the Portland Bureau of Transportation, and TriMet. PBOT鈥檚 鈥淏uilding a Safer 122nd Avenue鈥� initiative brought safety improvements to the surrounding area.

System development charges covered the project鈥檚 cost. Feedback from community members and the Parks Accessibility Advisory Committee drove accessibility upgrades. Community engagement through events led by PP&R and the Division Midway Alliance contributed to the public helping shape the park鈥檚 final design.

A soft opening of the park, held Jan. 22 after Mill Park Elementary classes ended for the day, was attended by more than 100 community members.
