Predesign for replacement of the Alderwood Pump Station calls for upsizing the existing two-inch force main and using select proper pump technologies to reduce clodding due to ragging. The design will be consistent with both the 2023 pump station design manual and Bureau of Environmental Services (BES) best practices checklist. The area of disturbance will be 10,000 square feet, with approximately 5,000 of that being hard surfacing. Stormwater is anticipated to conform to level 2 in the city stormwater hierarchy for off-site discharge to a separate stormwater system. Because the local stormwater system discharges directly into the Columbia Slough, the consultant is working with the Urban Flood Safety & Water Quality District (UFSWQD) and BES to size the on-site facility for treatment only. The project needs approval from UFSWQD to omit flow control and tie into the existing 15-inch stormwater line.

The maintenance portion would include resurfacing and re-waterproofing the existing plaza deck, fountains, and level two pedestrian bridge and alcove. The plaza deck, alcoves and bridge would receive a new monolithic concrete finish. No changes are proposed to the existing stormwater disposal system (drains would be replaced and tied to the existing disposal system). The proposal calls for removing defective escalators between levels one and two. A new storefront would be installed along the street level of the east facade to enclose the exterior escalator alcove. Also, new metal panel clad infill walls would be constructed for restrooms at the level one west alcove, and new soffit and lighting at both level one and two west alcoves.

A proposed three-story, approximately 20,000-square-foot building would be used for recovery housing affiliated with Fora Health’s adult drug and alcohol treatment services. It would provide 46 beds for individuals who are participating in outpatient treatment as well as two floor manager studios. Beds would be arranged in two-person sleeping rooms, with shared restrooms, laundry, a lounge, a kitchen, and dining spaces. Two visitor rooms would be provided for residents to meet with their families, and two meeting rooms would be provided for residents to meet with their peers in recovery. A fenced-in courtyard would be available for residents’ use. About 3,000 square feet of the ground floor would be dedicated to offices, storage space, and a maintenance shop. Stormwater would be managed via a system of two dry wells with 20-foot perforated sections. Runoff from the 49 parking stalls as well as roof and pedestrian areas would be directed to a sedimentation manhole for water quality prior to being infiltrated.

Lighting is sought for the existing track and athletic field that serves Grant High School. The 鈥淕rant Bowl鈥 is located on property owned by Portland Parks & Recreation. The proposal calls for adding less than 500 square feet of new impervious surface.
