A weekly list of highlights from commercial land use review activity in Portland by Permitting & Development in the prior week.

Type 1x procedure (environmental review) – pending
Address: 1101 S.W. Bray Lane
Applicant: Gary Datka of Portland Parks & Recreation
Owner: city of Portland

A range of accessibility improvements are proposed for the Bristlecone Pine Trail, the trailhead, the parking area, and the gathering and picnic areas along the trail. The trail grade would be reduced, the surface would be repaved, and a mix of new trees and shrubs would be planted along the trail. A portion of the project site is within the environmental zone and does not meet the trail-width standard, thereby triggering this environmental review. Vegetated filter strips and swales would be implemented to handle stormwater runoff. Portland Parks & Recreation has worked closely with the Portland Bureau of Environmental Services to address treatment for the ADA parking lot through a special circumstance application.

Type 2 procedure (conditional use)  – pending
Address: 7620 N. Delaware Ave.
Applicant: John Kurdelak of Trinity Academy of Portland
Owner: Trinity Academy of Portland

A change is sought to the conditional use permit approved in 2023. Plans call for removing the existing school building and replacing it with a new building in a different location.

Type 1x procedure (environmental review) – pending
Address: Southwest 26th Avenue (within the 97219 zip code)
Applicants: Marc Peters and Lea Wilson of the Portland Bureau of Environmental Services
Owner: city of Portland

The proposal calls for installing approximately 290 feet of permanent chain-link exclusion fence (by hand) to deter ongoing trespassing into a restored wetland/natural area, discontinue use of an illegal trail, and redirect foot traffic to an established trail.

Type 2 procedure (adjustment) – pending
Address: 2850 S.E. 82nd Ave.
Applicants: Michael Liu of Fubonn Shopping Center and Peter Fry
Owner: Fubonn Shopping Center

The applicant proposes a new development (including driveways) with an adjustment requested to allow vehicular access through a setback.

Early assistance – application
Address: 2812 N.E. Alberta St.
Applicants: Jason Karam and Nick Turrell of Process Architecture
Owner: Alberta Investment Group LLC

The adaptive reuse project would convert the structure into office/retail space.

Type 1 procedure (historic resource review)– pending
Address: 1020 S.W. Taylor St.
Applicant: Ricky Granquist of American Property Management
Owner: Weston Investment Co LLC

Gates would be installed at the 12 alcoves to keep loiterers out of storefront entryways and egress paths. This solution would look like the one used by the Multnomah County Central Library across Taylor Street.
