The existing pedestrian walkway cannot be expanded from 4 feet to 6 feet, as required. The work would include replacing an accessible pedestrian pathway, relocating lighting bollards, painting the pedestrian crosswalk, constructing a trash enclosure and upgrading bicycle parking facilities. Portland General Electric is requesting approval to complete utility improvements within a utility easement in Forest Park serving the Harborton Substation. The proposed work includes shifting the location of one power pole and rerouting a segment of the transmission line to the new pole location. In addition, two new poles would be installed to support a 1,400-foot-long segment of transmission line. Selective tree removals would be required in a patch of forest completely within utility right of way and surrounded by electric transmission corridors. Both the relocated and new transmission line segments would tie into existing PGE lines to the west within Forest Park and span across U.S. Route 30 to the Harborton Substation.
