Type 2 procedure (river review) – application

Dredge material would be placed within the Willamette River. Unconfined in-water disposal has gained the Portland sediment evaluation team’s approval. Work will follow all COE, DSL and DEQ permit requirements, including turbidity monitoring criteria and thresholds. Material would be placed either at river mile 16.8, or within the Ross Island lagoon as part of restoration efforts.

The Boys and Girls Aid Society of Oregon is proposing to convert a residential youth care dormitory into a facility with on-site youth counseling and skills training. It would serve children in the Oregon foster care system.

The proposal is for construction of a mixed-use structure with apartments, approximately 1,000 square feet of retail space and at-grade parking. There would be 30 apartments: a mix of studios, one-bedroom units and two-bedroom units. Stormwater would be treated on-site. The requested adjustment would allow parking between the building and 47th Avenue.

Mercy Housing Northwest plans to build affordable housing on the property in two phases. Phase 1 would be a four-story, 90-unit structure on the southern portion of the site with a mix of one-, two-, and three-bedroom apartments, a community room, offices and support space, along with 47 parking spaces. Phase 2 would be a seven-story, 68-unit structure on the northern portion of the site, adjacent to the warehouse at Northwest 25th Avenue and Wilson Street. It would have a mix of one-, two-, and three-bedroom apartments, community spaces, offices and support space. The two buildings would be joined by a courtyard with a play area and other community-focused amenities. Stormwater would be infiltrated via an on-site drywell system, with a vegetated stormwater planter serving the parking area.
